The San Francisco Public Utilities Commission (“SFPUC”), a department of the City and County of San Francisco (the "City"), seeks to retain the services of a Contractor to provide Fire Alarm and Life Safety Testing, Inspection and Repair Services for SFPUC’s headquarters located at 525 Golden Gate Avenue, San Francisco, CA 94102. The work will be performed on an “if-and-as-needed” basis in accordance with San Francisco Administrative Code (“Administrative Code”) Section 6.64(a).

SFPUC encourages interested Bidders to attend an on-line pre-bid conference on March 25, 2025, at 10:00AM. When prompted, enter the meeting Passcode and # key. A site inspection will be held at 525 Golden Gate Ave., San Francisco, CA, on March 25, 2025, at 1:00PM.

Bidders must pass the City’s Safety Prequalification prior to SFPUC prior to contract award. SFPUC encourages Bidders to complete the Safety Prequalification Web Form at https://www.sfpuc.gov/construction-contracts/contract-opportunitiespayments/prequalify-construction at least 3-weeks prior to the date of Bid opening. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Paragraph 2.01 below and the website listed above for additional information.

SFPUC requires Bidders to hold an active “C-10” and “C-16” California Contractors License to be eligible to Bid. Furthermore, Contractor and/or each listed subcontractor must possess appropriate active licenses and qualifications for the work Contractor and/or each subcontractor will be performing. Refer to Appendix A: Scope of Services, “CONTRACTOR’S QUALIFICATIONS” for details.

Bid discounts may apply in accordance with Administrative Code Chapter 14B. There is no Local Business Enterprise (LBE) Subcontracting Participation Requirement for Contract No. PUC-0007(I). Please contact LBEcert@sfgov.org for information about Chapter 14B LBE Program and how to become certified as an LBE. However, SFPUC strongly encourages bids from Bidders that optimize the use of S.F. Small and Micro-LBE certified subcontracting firms. Bidders must comply with the terms and conditions set forth in this RFB (including without limitation Appendix 2: Fire Alarm and Life Safety Maintenance and Construction Repair Services Agreement, including the attached Appendix A, Appendix B, and Appendix C), taking no exceptions that materially alter scope or affect cost or risk. During the RFB process, prospective Bidders will have the opportunity to submit questions and request clarifications from the City prior to submitting a Bid. We encourage prospective Bidders to take advantage of the opportunity to submit questions and request clarifications to help minimize the possibility of submitting a non-responsive Bid.
