Description:

The City of Marshalltown is requesting proposals from qualified developers to partner with the City on a CDBG DR funded for sale housing project. The selected developer will support the City with application inputs and, if funding is awarded, deliver new construction homes for purchase by income qualified low to moderate income households. Homes must be sold, not rented. Buyers must occupy the home as a primary residence. The project will follow IEDA and HUD requirements, including environmental review and release of funds prior to any choice limiting actions, and green building requirements, including NGBS Silver.

Qualifications:
Proposers must show they are a legally compliant Iowa registered developer in good standing, with no disqualifying enforcement or legal issues.

Proposers must identify the full project team and key roles, provide resumes and an org chart, and name required professionals, architect, structural engineer for attached units, civil engineer if infrastructure is included.

Proposers must prove financial capacity, plus ability to meet City insurance and bonding requirements, and to cash flow work under a reimbursement process.

Proposers must show recent experience delivering for sale new construction housing, including affordable homeownership deals with recorded affordability or recapture requirements.

Proposers must show readiness to sell to LMI buyers at or below 80 percent AMI with proper income verification, primary residence enforcement, and complete buyer and closing files.

Proposers must show readiness for federal compliance, environmental review rules and no choice limiting actions, Davis Bacon and Section 3 when applicable, fair housing and affirmative marketing, and monitoring ready recordkeeping.

Proposers must show readiness to meet NGBS Silver requirements and provide a certification plan.

Proposers must provide an example budget with vendor support and explain cost reasonableness controls, including bids and change orders.

Proposers must provide at least three recent references with project details and outcomes.
