MANDATORY SITE VISIT

A mandatory site visit will be held on 12/9/2025 at 15802 State Route 104 North, Chillicothe OH 45601, to survey the facility and discuss the requirements of the solicitation. The site visit will commence promptly at 10:00 AM, barring an unforeseen circumstance that results in a delay of the site visit. Attendees must have a valid photo ID for entrance to the facility. Attendance will be taken. The state will not be responsible to a supplier for their failure to obtain information discussed during the site visit due to their arriving after the site visit has convened. Suppliers who fail to attend the mandatory site visit will be deemed not responsive.

SUMMARY

Delivery and installation of two carousel-style rotational molding machines at Ohio Penal Industries, located at 15802 State Route 104 North, Chillicothe, OH 45601. The equipment must efficiently manufacture a variety of rotational molded parts through an organized multi-station process.

The evaluation of the bid response(s) has been completed. The bidder(s) listed herein have been determined to be the lowest
responsive and responsible bidder(s) and have been awarded a contract for the items(s) listed. The respective bid response,
including the Instructions to Bidders and Standard Terms and Conditions, special contract terms & conditions, any bid addenda,
specifications, pricing schedules and any attachments incorporated by reference and accepted by DAS become a part of this
Contract.
QUANTITY AND DURATION: This Invitation to Bid is considered to be a one-time procurement offer for the
product(s)/service(s) as listed herein. The successful Contractor may commence performance of the awarded contract upon
receipt of an official State of Ohio Purchase Order. Upon completion of the contract and upon receipt of proper invoices,
payment will be provided by the ordering agency. The contract will then be considered as complete, and no further purchases
may be placed against the contract. With the exception of approved overrun/underrun tolerances, any deviations from the
quantity listed in the awarded contract shall not be permissible nor acceptable.
This Contract is available to Department of Rehabilitation and Correction, as applicable.
Agencies are eligible to make purchases of the listed supplies and/or services at any time as determined by the agency. The
State makes no representation or guarantee that agencies will purchase the volume of supplies and/or services as advertised
in the Invitation to Bid.

1. SCOPE OF WORK: Turnkey purchase, delivery, and installation of two carousel-style rotational molding machines for
Ohio Penal Industries, located at 15802 State Route 104 North, Chillicothe, OH 45601. The equipment must efficiently
manufacture a variety of rotational molded parts through an organized multi-station process.
1.1. Machine Design and Construction
1.1.1. A carousel-style rotational molding machine with four arms.
Optional four offset arm attachments may be purchased separately from the cost of the machine(s).
1.1.2. The structure must utilize treated carbon steel for durability and incorporate insulation methods to minimize
heat loss.
1.1.3. Each arm must operate independently allowing simultaneous loading/unloading while other arms are engaged
in different stages of the molding process.
1.2. Operational Stations
1.2.1. Heating Station: Must include a high-efficiency heating system adaptable for various fuel types.
1.2.2. Cooling Station: Must include a high-volume fans and programmable water sprinkler systems for optimal cooling
efficiency.
1.2.3. Additional stations for pre-cooling and standby operations.
1.3. Control System
1.3.1. Integrate a control panel featuring programmable logic controllers (PLCs), variable frequency drives (VFDs),
and other electrical components.
1.3.2. The control system must allow for real-time monitoring, diagnostics, fault reporting, and production data
management.
1.3.3. The control system must Include a user-friendly operator interface with features for recipe management,
equipment monitoring, and production reporting.
1.3.4. PLC software must gather data from sensors (temperature and pressure) for interlock and control functions.
1.3.5. Supervisory software on the machine computer for real-time monitoring and adjustments.
1.3.6. Features must include setup parameters for oven and cooling steps, arm/plate speed programming, production
data recording, and real-time status displays.
1.3.7. The machine must include a network connection for remote monitoring and technical assistance.
2. SPECIFICATIONS
2.1. Mechanical Arrangement: Constructed with treated carbon steel and include galvanized steel panels for durability,
along with appropriate insulation.
2.2. Burning System:
2.2.1. Gas burner designed for operation with Natural Gas (NG) and Liquefied Petroleum Gas (LPG).
2.2.2. Advanced fail-safe interlocking hardware for monitoring the burner.
2.2.3. PID temperature controller for regulating oven temperature, fully integrated with the machine system.
2.3. Cooling System
2.3.1. High-volume cooling fans with programmable features for effective temperature management.
2.3.2. Constructed with galvanized steel panels and a steel frame.

2.3.3. High-volume exhaust fan.
2.3.4. Programmable water sprinkler system integrated with recipes and independent process control for inner air.
2.4. Arms
2.4.1. Straight arm or Offset arm "C", both with reinforced structures and heat-treated for stress release.
2.4.2. Gearmotor-driven movement of arms/plates, monitored by Variable Frequency Drives (VFDs) for speed
adjustment.
2.4.3. Standard Temperature Control System “RWT Control” and Dual Air Injection System.
2.5. Electrical Components
2.5.1. Complete integration of electrical panels with necessary safety measures.
2.5.2. Quick connectors for easy installation and maintenance.
2.5.3. General panel housing all programmable and electromechanical components: PLC, computer, contactors,
motor breakers, power supplies, transformers, VFDs, push buttons, selector switches, and alarms.
2.5.4. Individual podiums for process station control with emergency buttons for operator safety.
2.6. Dry Heat Capacity and Footprint: The Contractor must optimize the dry heat capacity of the oven and the overall
machine footprint to achieve maximum production efficiency and minimize operational downtime.
2.7. Maximum load capacities for arms
2.7.1. Maximum load for straight arms of 136” H x 63.2” W
2.7.2. Maximum load for optional offset arms of 125.2” H x 109.9” W
2.8. Other Features
2.8.1. Accessible electronic control and safety switches for the oven burner.
2.8.2. Wiring with quick connectors for easy installation.
2.8.3. Galvanized steel oven panels with high-quality polyurethane paint finish.
2.8.4. Reinforced steel oven frame, protected with primer and paint.
2.8.5. VFD-controlled recirculation and exhaust fans.
2.8.6. Safety relays protecting PLC outputs.
2.8.7. Designed for quick installation and maintenance.
2.8.8. Documentation must include operation manual, electric project, assembly manual, burner
startup/troubleshooting manual, and maintenance schedules.
2.8.9. Assembled and tested at manufacturer
2.8.10. Must include a pen drive with software backups and a toolbox.
2.8.11. *Standard basic operator platform of adequate size to properly operate the machine.
2.8.12. *Standard crane, appropriately sized for the machine for the loading, unloading, and moving of molds from
the rotational molding machine.

2.9. *Facility Specifications
2.9.1. Known measurements are included in Exhibit 1 – Floor Plan and Exhibit 2 – Truss/Beam Spacing.
2.9.2. The facility’s concrete floor is a minimum of six-inches thick
2.9.3. The Agency is responsible for moving utility access to best facilitate the installation
2.9.4. The Agency is responsible for ensuring all utilities meet the machines’ requirements.
2.9.5. The Agency is responsible for ensuring all utilities meet the machines’ requirements.
2.9.6. The State is responsible for modifying the facilities, such as removing internal structures, aa necessary to
accommodate the footprint of the machines.
2.9.7. The Contractor will not be responsible for any delays to the installation timeline caused by the State’s installation
or modification of the facility or utilities access.
2.9.8. Facility access
2.9.8.1. Standard working hours are 7:00 AM to 3:00 PM. Extended availability until 5:00 PM can be arranged
with prior notice.
2.9.8.2. The Agency will obtain and manage all required permits.
2.9.8.3. Freight delivery must be scheduled in advance and coordinated with Agency staff.
2.9.8.4. The Contractor’s employees must be escorted by designated staff when entering and exiting the facility.
2.9.8.5. Tools are permitted on-site; however, a daily tool report must be completed by the Contractor’s
employees.
2.9.8.6. All tools must be removed from the facility at the end of each workday.
3. REQUIREMENTS
3.1. Installation and Start-Up
3.1.1. The Contractor must supply qualified personnel to supervise on-site installation
3.1.2. The Agency is responsible for the installation necessary infrastructure including gas, electricity, water, and
telecommunications.
3.2. Ownership will transfer from the Contractor to the State upon the successful installation and startup of the machine(s).
The State will assume all rights, title, and interest in the machines at that time.
3.3. Documentation
3.3.1. The Contractor must provide two paper and one digital copy of the operational manuals and technical
documentation, including electrical schematics and maintenance schedules.
3.3.2. The documentation must ensure the inclusion of all necessary software and application system documentation.
3.4. Safety Standards
3.4.1. The Contractor must comply with local safety regulations for electrical, gas, and operational standards.
3.4.2. The system must include safety features such as emergency stop mechanisms and operational interlocks.

3.5. Training: The Contractor must conduct training sessions for operational staff on proper use, maintenance, and
troubleshooting of the equipment for up to six weeks after the machine is installed and operable.
*The State will provide employees to observe the installation of the machine; however, such employees are not
responsible for assisting in the installation of the machine.
3.6. Warranty and Support
3.6.1. The Contractor must provide post-installation customer support, including available technical assistance for up
to six weeks.
3.6.2. The Contractor may offer an optional, one-year, extended warranty if offered by the Contractor on all parts,
materials, and labor.
3.7. Background Checks: The Contractor’s staff must pass background checks and are subject to additional training if
they are on-site for three days or more. The Agency will cover the cost of the background checks.
