Mobile Device Examination Tool
The City of Lynchburg intends to re-award the contract for a Mobile Device Examination Tool
to Magnet Forensics, LLC (formerly Grayshift LLC) 931 Monroe Dr. NE Suite A 102-340,
Atlanta, GA 30308 for $89,130.00 annually, as allowed by Section 2.2-4303(E) of the Code of
Virginia.
The Graykey product is a Mobile Device Examination Tool sold exclusively by Magnet
Forensics, LLC. Graykey is a tool that extracts encrypted data from mobile devices without
having to send the device to an external vendor. The contract for this product was originally
posted as a sole source award on July 14, 2021, and to date, the Lynchburg Police Department
is unaware of any vendor who can provide this service without physically sending the device
to such vendor, thus breaking the chain of custody for evidentiary purposes.
This renewal also includes the addition of the GrayKey FasTrak feature. Since the original sole
source posting, the Lynchburg Police Department has expanded its Digital Forensics Unit to
three certified forensic examiners and currently maintains a backlog of more than 200 mobile
devices awaiting examination. The addition of FasTrak will significantly improve workflow
efficiency by allowing examiners to rapidly triage and process supported devices, reducing
turnaround times and enabling digital evidence to be made available to investigators more
quickly. This enhancement is necessary to support the increased workload and ensure the
Digital Forensics Unit can continue to process evidence in a timely and effective manner.
This added software has raised the cost of the annual Graykey License to $89,130.00.
