Project Description: The City of Dallas Department of Transportation and Public Works (TPW) (City) is seeking Statements of Qualification (SOQs) from experienced civil engineering firms who can demonstrate they have the resources, experience, and qualifications to provide engineering services for bridge inspections, other structural inspections, structural design and development of associated plans, specifications, and estimates (PS&E). These services may include but are not limited to the following: (1) periodic and as-needed inspections for bridges, culverts, retaining walls, and highway deck caps classified as tunnels and referred to in this document as tunnels; (2) fracture critical elements inspections for bridges and other structures such as signage support; (3) PS&E for bridges and other structures repair design; (4) scour mitigation; (5) survey; (6) geotechnical investigation; traffic control plan (TCP); and, if requested, provide construction phase services necessary to support the design process (see the scope section in the attached RFQ).
The project must be designed to Federal/TxDOT and city standards.
This Request for Qualifications (RFQ) will allow the City to select engineering firms for specific professional engineering services based on qualifications consistent with Chapter 2254 of the Texas Government Code. The City will request proposals from the firm(s) it deems most qualified. SOQ shall address all services listed in this RFQ, in accordance with the below definitions.
This procurement falls under two categories: A) “Fracture Critical and Tunnel Inspection and Load Rating Services” (less than $1M) and B) “Structures inspections, Design, and PS&E Development” (equal or above $1M) with city funding but prepared to federal and state standards. This RFQ is the first step in a two-step process for selecting firms for the provision of the listed categories in Section II. (The estimated value is for budgeting purposes; actual contract value may vary)
1. Step One: The City of Dallas staff will analyze and evaluate the Statements of Qualification (SOQ). Based on the evaluation criteria established for each work category, a shortlist of candidates will be developed. The RFQ provides information necessary to prepare and submit qualifications for consideration and ranking by the City.
2. Step Two (only for Category B): In this second step, based on the SOQ ranking results, the City will select the appropriate number of top ranked firms to respond to the RFP. Respondents will be asked to submit additional information for clarification and amplification of their SOQ. The selection committee may interview the respondents and will rank the firms.
After the second step, TPW will then ask for cost proposals from the highest-ranked firm and then begin contract negotiations. If negotiations cannot be reached with the highest-ranked firm, then the City can begin contract negotiations with the 2nd highest-ranking firm. The City will select one firm to provide services for project(s) under Category A and two firms to provide services for projects under Category B.
