Notice of Intent to Sole Source - Support Services for TCI & DPOMS

In accordance with FAR 5.2, this is a notification of a proposed sole-source contract action to HEURISTIC MANAGEMENT SYSTEMS INC. DBA: HMS SOFTWARE.

The US Coast Guard, C5I Service Center, intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to HEURISTIC MANAGEMENT SYSTEMS INC. DBA: HMS SOFTWARE, 189 Hymus Blvd., Suite 402, Pointe-Claire, QC H9R 1E9 Canada. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Heuristic Management System Software is proprietary. Only Heuristic Management System can provide the necessary support, upgrades, and maintenance for its proprietary Time Control Industrial (TCI) services and products. Due to the proprietary nature of Heuristic Management System software, there is no way to modify products by other manufacturers to work with the USCG’s existing Heuristic Management System investments.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than (NLT) 10:00AM ET of Wednesday, 7 April 2025.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
