BOROUGH OF HIGHLAND PARK

PUBLIC  NOTICE FOR THE SOLICITATION OFQUALIFICATIONS AND RATES, AS APPLICABLE,

FOR VARIOUS PROFESSIONALS AND OTHER SERVICESFOR APPOINTMENT FROM

JANUARY 1, 2026 THROUGHDECEMBER 31, 2026

Notice is hereby given that the Borough of Highland Park (the “Borough”) will be seeking qualifications and proposals, as applicable, for the provision of certain professional, extraordinary unspecifiable services and other services for the 2026 year. The qualifications are being sought as part of a fair and open process being undertaken by the Borough pursuant to N.J.S.A. 19:44A-20.4 et seq.

Responses to provide the services will be received by the Borough at their office, Borough of Highland Park, 221 South 5th Avenue, Highland Park, New Jersey 08904 until 11:00 a.m. prevailing time, on December 3, 2025, at which time the responses will be publicly opened and the name of the responder, and proposal, as applicable, shall be read aloud.

3. Labor Attorney
4. Special Redevelopment Attorney
5. Board of Adjustment Attorney
6. Planning Board Attorney
7. Tax Appeal Attorney
8. Municipal Prosecutor
9. Public Defender
10. Municipal Auditor
11. Municipal Engineer
12. Planning Board Engineer
13. Board of Adjustment Engineer
14. Municipal Planner
15. Special Affordable Housing Planner
16. Risk Manager

Standardized submission requirements are available at the offices of the Borough of Highland Park, 221 South 5th Avenue, Highland Park, New Jersey 08904, on and after October 24, 2025, Monday, Wednesday, Thursday between the hours of 8:00 a.m. and 4:00 p.m., Tuesday between the hours of 8:00 a.m. and 6:00 p.m. and Friday between the hours of 8:00 a.m. through 1:00 p.m. excluding holidays. Qualified responders will be required to comply with the requirements of N.J.S.A. 10:5- 31 et seq. and N.J.A.C. 17:27 et seq., (Contract Compliance and Equal Employment Opportunities in Public Contracts); N.J.S.A. 52:25-24.2 , Disclosure of Interests; N.J.S.A. 52:32-44, State Contractor Business Registration Program; and P.L. 2012, C.25, Disclosure of Investment Activities in Iran, Russia and Belarus, all as amended and supplemented.
The Borough reserves the right to reject any or all submissions, to waive any deficiencies and to suspend or abandon this process at any time.

INDIVIDUALS AND/OR FIRMS ARE TO SUBMIT AN ORIGINAL PLUS FOUR (4)HARD COPIES OF THEIR RESPONSES AS WELL AS THE ENTIRE COVER TO COVER SUBMITTAL AS A PDF DOCUMENT ON A USB FLASH DRIVE FOR EACH SERVICE THEY ARE SUBMITTING A RESPONSE TO AND SHALL TITLE THE SERVICE AS INDICATED ABOVE. THE BOROUGH WILL NOT BE RESPONSIBLE FOR THE CONSIDERATION OF RESPONSES THAT ARE NOT CLEARLY MARKED WITH A SPECIFIC SERVICE. IF SUBMITTING FOR MORE THAN ONE SERVICE THE INDIVIDUAL AND/OR FIRM MUST SUBMIT AN ORIGINAL PLUS FOUR (4) COPIES AND A FLASH DRIVE FOR EACH SERVICE THEY ARE SUBMITTING A RESPONSE TO.
