The U.S. Department of Agriculture (USDA), Forest Service, Products and Services Team, on behalf of the Cowlitz Ranger District, has issued this Request for Quotation (RFQ) for the procurement of one (1) brand-name IML-RESI PowerDrill PD600 unit and its original equipment manufacturer (OEM) electronic modules and accessories.
This specialized electronic equipment is required to perform structural integrity and internal decay assessments on standing hazard trees within remote field environments.

Brand-Name Restriction Notice:
In accordance with FAR 12.102(a), competition for this requirement is restricted strictly to the IML-RESI brand name and its authorized, original equipment manufacturer (OEM) components. Market research has demonstrated that no other commercially available brand matches the required 23.6-inch physical drilling depth while meeting field weight thresholds.
This is not an open invitation for generic or alternate brand substitutes. Offers proposing alternate manufacturers (such as Rinntech or other non-IML items) will be determined non-responsive and will be excluded from technical evaluation.
Vendor Capability:
The solicitation will be competed among active, SAM-registered third-party distributors and authorized resellers capable of providing certified factory-new IML products. All interested vendors must have an active registration in SAM.gov at the time of quote submission to be eligible for award.
