INMATE TELEPHONE AND COMMUNICATION SERVICES

The County of Greenville, South Carolina (hereinafter referred to as the “County”), through its Procurement Services Division, is soliciting proposals from qualified and experienced vendors (hereinafter referred to as the “Proposer”) to provide a comprehensive Inmate Telephone System (ITS) and related communication services for the Greenville County Detention Center.

The Greenville County Detention Center is operated by the Greenville County Department of Public Safety and consists of multiple facilities with a combined ADP of approximately 1,600 inmates. The Detention Center houses pretrial detainees, sentenced inmates, and individuals held on behalf of other agencies.

The County seeks a Proposer that will provide, install, operate, and maintain a turnkey inmate telephone and communication system that meets or exceeds all federal, state, and local regulatory requirements, including any applicable rulings or orders from the Federal Communications Commission (FCC). The County prioritizes a system that offers the lowest reasonable cost to inmates and their families while maintaining security, reliability, and accountability.
