INVITATION TO BID
Sealed bids for DNREC Contract No. NAT25805-NATCTR, will be received by the State of Delaware,
DNREC, Division of Parks and Recreation at 89 Kings Highway, Dover DE 19901 until 1:00 P.M. local time on Tuesday,
June 2, 2026 The bids will be opened and read aloud live at 1:00 P.M. local time on Tuesday, June 2, 2026, via
an online video conference with an option to call in using a telephone. The bid opening will not be held in-person.
To attend the bid opening, the public may join via Microsoft Teams enabled computer or mobile app, using Teams
Meeting ID: 225 679 685 011 59 and Passcode: "Jw6AH2X8". Audio-only, conference call type of participation
is available by calling 1-302-504-8986 and using ID: "491 221 723#"
Project involves the construction of a new Nature Center Facility in White Clay Creek State Park including
sitework, utilities, and facility construction.
A MANDATORY Pre-Bid Meeting will be held on Wednesday, April 29, 2026, at 1:00 P.M. at White Clay Creek
State Park - Chambers House Nature Center, 1475 Creek Road, Newark, DE 19711, for the purpose of establishing the
listing of subcontractors and to answer questions. Representatives of each party to any Joint Venture must attend this
meeting. ATTENDANCE OF THIS MEETING IS A PREREQUISITE FOR BIDDING ON THIS
CONTRACT.
Sealed bids shall be addressed to the DNREC - Division of Parks and Recreation, 89 Kings Highway, Dover, DE
19901. The outer envelope should clearly indicate: "DNREC CONTRACT NO. NAT25805-NATCTR -
SEALED BID - DO NOT OPEN." We are also accepting, and prefer, emailed bids. They must be emailed to
Shawn.Heacock@delaware.gov and Kevin.Rychlicki@delaware.gov prior to the bid deadline. Bidders bear the risk
of late delivery regardless of submission method. Any bids received after the deadline will be rejected.
Contract documents shall be obtained by using the online form located at https://bit.ly/2TVIu2z and filling
in the required fields. Once the information is provided, bid documents will be sent by email using Egress
Switch (State's secure email drop-box type of system). The documents will be e-mailed at no cost.
Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual orientation, gender
identity or national origin in consideration of this award, and Minority Business Enterprises, Disadvantaged
Business Enterprises, Women-Owned Business Enterprises and Veteran-Owned Business Enterprises will be
afforded full opportunity to submit bids on this contract. Each bid must be accompanied by a bid security
equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a
performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the
contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein. The
Owner may extend the time and place for the opening of the bids from that described in the advertisement, with
not less than two calendar days' notice by e-mail to those bidders receiving plans.
