RFB 2026.05 – Removal of Beach Sandbags

The City of Isle of Palms is seeking bids from qualified contractors for the removal of sandbags installed on the beach as erosion control. The city is renourishing the beach and must remove the bags as a condition of the permit. There are approximately 4,000 sandbags, measuring one cubic yard each, installed in three different areas. The contractor will need to excavate the bags, cut the bags open to leave the sand on the beach, dispose of all materials, coordinate inspections, and regrade the area.

REMOVAL OF BEACH SANDBAGS

QUESTIONS AND RESPONSES- JUNE 16, 2026

1.Is there a location identified where a roll off dumpster can be located on North and

South ends of the beach?

A. The chosen contractor will have to coordinate with the city and possibly an adjacent

property owner to determine appropriate dumpster locations for each area.

2.What are the access points for equipment to enter the beach?

A. The chosen contractor will have to coordinate with the city and possibly an adjacent

property owner to determine appropriate access locations for each area.

Traditionally, the city has used the Breach Inlet parking lot for the south end and the

53rd Avenue access for the north end and these will be evaluated ﬁrst and may be

the chosen location.

3.Is it correct that all sandbags below 4’ in depth can be left in place?

A. No, all sandbags must be removed. Four feet is the deepest “expected” excavation.

If the contractor ﬁnds that signiﬁcant portions of the sandbag barrier is deeper than

four feet, the city will entertain a change order.

4.Since this is a lump sum bid what if the number of bags is more than 4,000? Will the

city entertain a change order?

A. The sandbags are expected to shred when they are excavated and not be able to be

accurately counted. This is the reason the city is providing the areas and dimensions

to be excavated. If removing all the bags requires more excavation than described

here and #3, the city will entertain a change order.

5.Is a cashier’s check for full bid amount acceptable in place of a performance bond?

A. The city has decided to not require a performance bond- so this is no longer

necessary.

6.How quickly will the city award this project?

A. Council is expected to vote on awarding the project at their June 23rd, 2026 meeting.

7.Depending on award and contract date, can the dates of completion for each area

be extended if needed?

A. The city is working to satisfy the permit condition of BCM for the beach

renourishment. The permit states that sandbags must be removed 15 days prior to

the area being renourished. If timing is a challenge, some sandbags may be able to

be removed earlier than this, if the structure the bags are protection is not actively

threatened. If the city becomes aware that BCM is ﬂexible on interpreting this permit

condition, the city will make the chosen contractor aware of this ﬂexibility.

8.What is the city’s anticipated start date?

A. The RFP includes the anticipated start date for sandbag removal under the scope of

work section (Section 1- between Seascape and Ocean Club is expected July 15th,

Section 2- Beachwood East is expected August 15th, Section 3- south end of Ocean

Blvd is expected September 30th). Dredging scheduling can be challenging due to

unforeseen circumstances, and the chosen contractor would be expected to be

ﬂexible if the dredging schedule changes. The city will coordinate with the chosen

contractor and keep them aware of the scheduling.
