VILLAGE OF LOS LUNAS
REQUEST FOR PROPOSALS
FOR PROFESSIONAL ENGINEERING AND ARCHITECTURAL SERVICES
A. GENERAL:
The Village of Los Lunas is requesting qualifications-based proposals for Professional
Engineering and Architectural services under a retainer agreement. Applicants must be
licensed professional engineers and architects in the State of New Mexico.
B. SCOPE OF SERVICES REQUIRED:
1. Identification of a project engineer who shall serve as a primary contact person
with the Village of Los Lunas.
2. Prepare reports, facilities planning, environmental reviews, landscaping
reviews, public review documents, plan reviews, construction plans, bid
documents, contract documents and additional supporting documents, and
agency coordination to assist the Village of Los Lunas in securing approvals of
authorities having jurisdiction over such work.
3. Provide specialty construction observation, as requested by the Village of Los
Lunas.
4. Provide day-to-day consultation, as requested. Attend necessary conferences
and meetings.
5. Prepare applications and supporting documents for governmental grants, loans
or advances, as requested by the Village of Los Lunas.
6. Provide comprehensive subdivision review of pending subdivisions for
compliance with the Village of Los Lunas adopted subdivision ordinance and
design standards.
7. Provide transportation, infrastructure, and stormwater management.
8. Provide planning and/or design of water and wastewater infrastructure, solid
waste infrastructure and design, impact fees revisions, water/sewer and garbage
rate studies, community and regional planning and program design.
9. Provide customary planning, design and construction phase services on a work
order basis (including surveying services).
10. Provide technical information concerning specific projects to other
professionals upon request by the Village of Los Lunas and request technical

information from other professionals when authorized to do so by the Village
of Los Lunas.
11. Engineering and architectural services may be required as they relate to
projects included in the Village's Infrastructure Capital Improvements Plan
(ICIP), Comprehensive Master Plan, Wastewater Master Plan, Water Master
Plan, Transportation Master Plan, and any other master planning documents
written for the Village of Los Lunas.
12. Under this agreement, engineering and architectural services may, at the option
of the Village of Los Lunas, be requested for the following general work areas
and/or projects:
a. Wastewater Improvements (e.g., existing MBR plant, activated sludge
plant, lift stations, etc.). Federal or State permit renewals or new permits
for any new modifications or operational changes necessary to provide
wastewater treatment within the rules, guidelines or compliance to
process, treat, transport or disposal of wastewater.
b. New Wastewater Improvements
Design MBR II Facility
Design Aerobics Digestion System
Design Sewer Lift Stations
c. Water/Sewer Improvements (e.g., existing water production, water
storage, water treatment, and distribution facilities, etc.). Federal or State
permit renewals or new permits for any new modifications or
operational changes necessary to provide water production, storage,
treatment, and delivery within the rules, guidelines or compliance of
making available potable drinking water.
d. New Water/Sewer Improvements

New Water & Sewer Line Extensions
New Booster Pumps and Sewer Lift Stations
e. Review and make recommendations for Industrial, Commercial, and
Residential construction plans for new or existing Water, Sewer,
Roadway, and Stormwater Infrastructure. (Subdivision)
f. Review and make recommendations for Water, Sewer, and Solid Waste
Ordinance Development.
g. Street Improvements (e.g., roadway, sidewalk, stormwater, streetlights,
etc.). Design and construct new or modify existing roadways within

Federal, State, and Local rules, guidelines or compliance within
Americans with Disabilities Act (ADA), and Manual on Uniform Traffic
Control Devices (MUTCD).
New Design and Construction of Roadway, Sidewalks, and
Pedestrian/Bike Trails
New or Existing Bridge Construction and Replacement Projects
Property Acquisition for New or Modification of Existing Street
Projects
Develop and Submit New Mexico Department of Transportation
(NMDOT) and Federal Highway Administration (FHWA)
Roadway Funding Applications
Design New or Replacement Stormwater Drainage Systems
ADA Sidewalk and Facility Compliance Coordination
NMDOT Project Coordination - Knowledge and Experiences
Pavement Preservation Plan Development
h. New Parks and Recreation Improvements (e.g., playgrounds, turf,
basketball courts, recreation centers, aquatic center, etc.). Design and
construct new or modify existing parks and recreation facilities within
Park Design Standards, Federal, State, and Local rules, guidelines or
compliance within Americans with Disabilities Act (ADA), and the
National Recreation and Park Association (NRPA).

i. Architectural Improvements (e.g., library, police/fire station,
administration, museum, recreation center, aquatic center, etc.). Design
and construct new or modify existing Village facilities, within Federal,

13. Additional services as may be specifically requested by the Village of Los
Lunas.
C. CONTENT AND FORMAT OF PROPOSALS:
It is suggested that proposals provide information to address the ranking criteria listed in
Section E. below. Information should be provided to demonstrate understanding of the
general work areas, experience in related projects, personnel and equipment available to
perform the work, experience in and knowledge of governmental agencies and

procedures, technical approach to the projects, and references from other agencies or
clients. It is preferred that the information presented be project and timeframe specific
and be as brief and concise as possible. It is desired that brochures of firms NOT BE
submitted in lieu of project specific information.
1. Members of the firm who will take primary responsibility for the work
performed for the Village.
2. Qualifications of the individuals who will be assigned to perform the duties
listed in section B. Scope of Services Required.
3. Experience or expertise that makes the firm or members uniquely qualified to
perform work for the Village of Los Lunas.
4. Fee proposal:
a. Hourly rate for individuals providing services by the firm
b. Costs not included in hourly rates
c. Hourly rate for other employees
5. Representation of other governmental clients, or clients with potential conflicts
with the Village; i.e., developers, builders, surveyors, etc.
6. Campaign Contribution Disclosure Form - The Procurement Code, Sections
13-1-1 through 13-1-199 NMSA 1978, imposes civil and original penalties for
its violation. In addition, the New Mexico Criminal Statutes impose felony
penalties for illegal bribes, gratuities and kickbacks. Section 13-1-191.1
NMSA 1978 requires prospective contractors to complete a standard campaign
contribution disclosure form and submit it to the agency as part of the proposal.

7. Debarment Certification Form - The proposal must be accompanied by a
completed Debarment Certification Form. (See Appendix B)
8. Non-Collusion Affidavit Form - The proposal must be accompanied by a
completed and notarized Non-Collusion Affidavit Form. (See Appendix C)
9. Provide at least three (3) references from communities or clients utilizing
Offeror's Professional Engineering and Architectural Services using the
reference form provided in Appendix D. Reference forms must be sent as an
email attachment directly to Tamie Manns, Procurement Coordinator, at
mannst@loslunasnm.gov, with "REFERENCE FOR PROFESSIONAL
ENGINEERING AND ARCHITECTURAL SERVICES" in the subject line,
by the same deadline for submitting proposals. Failure to comply with these
requirements shall result in rejection of the proposal. (See Appendix D)

The format for proposals shall be a maximum of twenty (20) pages, including title page,
index, and front and back cover. They shall be printed on one side only, 8-1/2" x 11"
paper (fold outs for graphics is acceptable) and bound on the left margin. A transmittal
letter, if any, will be included in the twenty (20) page limit. No other material is to be
included.
D. SUBMITTAL OF PROPOSALS:
Five (5) copies of sealed proposals must be mailed or hand-delivered to the attention of
Tamie Manns, Procurement Coordinator, Village of Los Lunas, 660 Main Street NW,
Los Lunas, New Mexico 87031, with the envelope clearly marked "PROPOSAL FOR
PROFESSIONAL ENGINEERING AND ARCHITECTURAL SERVICES" on the
lower left-hand corner of the envelope. Failure to comply with this requirement shall
result in rejection of the proposal.
The deadline for submitting proposals is Monday, August 17, 2026, at 2:00 p.m. The
Village of Los Lunas will open sealed proposals Monday, August 17, 2026, at 2:15 p.m.
in the Los Lunas Village Council Chambers located at 660 Main Street NW, Los Lunas,
New Mexico, 87031.
E. RANKING CRITERIA:
Proposals received will be ranked on the basis of the following criteria, with relative
point values, as listed:
1. Specialized design and technical competence of the
proposer regarding the type of services required: 25 PTS
2. Capacity and capability of the business to perform
the work, including any specialized services, within
time and budget limitations: 25 PTS
3. Past record of performances on contracts with
government agencies or private industry with respect to
such factors as control costs, quality of work, frequency
of maintenance or repair on recently completed work,
and ability to meet schedules: 25 PTS
4. Familiarity with the Village of Los Lunas or other municipal
systems: 25 PTS
5. The amount of design work that will be produced by a
New Mexico business within the state: 5 PTS
6. The volume of work previously done for the Village
of Los Lunas, which is not 75% complete, with respect

to basic professional design services: 5 PTS
7. Specific qualifications and experience of key personnel
to be assigned to this project on past similar work: 25 PTS
8. Campaign Contribution Disclosure Form (See Appendix A) Pass/Fail

F. SELECTION COMMITTEE:
Ranking of proposals will be accomplished by a designated selection committee and the
results will be presented to the Village of Los Lunas Council at a regular Los Lunas
Village Council meeting.
G. NEGOTIATION AND AWARD OF CONTRACT:
It is the intent of the Village of Los Lunas to negotiate a contract for the required
professional engineering and architectural services with the highest ranked proposer. In
the event that a satisfactory contract cannot be negotiated with that proposer, the Village
of Los Lunas may, at its option, attempt to negotiate with other proposers or initiate a
completely new Request for Proposals. The contents of any proposals shall not be
disclosed so as to be available to competing offerors during the negotiation process.
H. TERM:
The Village of Los Lunas intends to contract with the selected engineering firm(s) for a
term of two (2) years beginning immediately. The initial term may be extended two (2)
additional years, for a maximum of four (4) years, unless the agreement is terminated as
otherwise provided in the contractual agreement negotiated by the Village of Los Lunas
and the engineering firm(s).
I. INSURANCE:

The engineer must hold a policy for professional liability (errors and omissions)
insurance of at least $500,000.00.
J. NOTICE OF RANKING:
Upon negotiation and execution of a contract for professional engineering services, or
upon terminating this Request for Proposals, the results of the ranking and the disposition
of this Request for Proposals will be available to all parties submitting a proposal.

APPENDIX A - CAMPAIGN CONTRIBUTION DISCLOSURE FORM
Campaign Contribution Disclosure Form
Pursuant to NMSA 1978, 13-1-191.1 (2006), any person seeking to enter into a
contract with any state Village or local public body for professional services, a design
and build project delivery system, or the design and installation of measures the primary
purpose of which is to conserve natural resources must file this form with that state
Village or local public body. This form must be filed even if the contract qualifies as a
small purchase or a sole source contract. The prospective contractor must disclose
whether they, a family member or a representative of the prospective contractor has
made a campaign contribution to an applicable public official of the state or a local
public body during the two years prior to the date on which the contractor submits a
proposal or, in the case of a sole source or small purchase contract, the two years prior to
the date the contractor signs the contract, if the aggregate total of contributions given by
the prospective contractor, a family member or a representative of the prospective
contractor to the public official exceeds two hundred and fifty dollars ($250) over the
two year period.
Furthermore, the state Village or local public body shall void an executed contract or
cancel a solicitation or proposed award for a proposed contract if: 1) a prospective
contractor, a family member of the prospective contractor, or a representative of the
prospective contractor gives a campaign contribution or other thing of value to an
applicable public official or the applicable public official's employees during the
pendency of the procurement process or 2) a prospective contractor fails to submit a fully
completed disclosure statement pursuant to the law.
THIS FORM MUST BE FILED BY ANY PROSPECTIVE CONTRACTOR
WHETHER OR NOT THEY, THEIR FAMILY MEMBER, OR THEIR
REPRESENTATIVE HAS MADE ANY CONTRIBUTIONS SUBJECT TO
DISCLOSURE.
The following definitions apply:
"Applicable public official" means a person elected to an office or a person appointed to
complete a term of an elected office, who has the authority to award or influence the
award of the contract for which the prospective contractor is submitting a competitive
sealed proposal or who has the authority to negotiate a sole source or small purchase
contract that may be awarded without submission of a sealed competitive proposal.
"Campaign Contribution" means a gift, subscription, loan, advance or deposit of money
or other thing of value, including the estimated value of an in-kind contribution, that is
made to or received by an applicable public official, or any person authorized to raise,

collect, or expend contributions on that official's behalf for the purpose of electing the
official to either statewide or local office.
"Campaign Contribution" includes the payment of a debt incurred in an election
campaign but does not include the value of services provided without compensation or
unreimbursed travel or other personal expenses of individuals who volunteer a portion or
all their time on behalf of a candidate or political committee, nor does it include the
administrative or solicitation expenses of a political committee that are paid by an
organization that sponsors the committee.
"Family member" means spouse, father, mother, child, father-in-law, mother-in-law,
daughter-in-law, or son-in-law.
"Pendency of the procurement process" means the time period commencing with the
public notice of the request for proposals and ending with the award of the contract or the
cancellation of the request for proposals.
"Person" means any corporation, partnership, individual, joint venture, association or any
other private legal entity.
"Prospective contractor" means a person who is subject to the competitive sealed
proposal process set forth in the Procurement Code or is not required to submit a
competitive sealed proposal because that person qualifies for a sole source or a small
purchase contract.
"Representative of a prospective contractor" means an officer or director of a
corporation, a member or manager of a limited liability corporation, a partner of a
partnership or a trustee of a trust of the prospective contractor.
