Project Summary and Bid Document Information: The Contractor shall be responsible for removing the existing traffic signals at the intersection of Railroad Avenue and Sherman Street and for the installation of new traffic signals. Restoration of the project site, including pavement, sidewalk, and landscaping.

Pre-Bid Meeting: A mandatory pre-bid meeting will be held on March 4, 2026 at 1:30 p.m. at the Planning & Zoning/Building Department located at 110 Sherman Street, Fort Morgan. All prospective Bidders must attend this pre-bid meeting in order for the City to accept their Bid.

EAST RAILROAD AVENUE & SHERMAN STREET TRAFFIC SIGNAL
I. SCOPE OF WORK
The work primarily consists of:
1. The removal of existing four span-wire traffic signals and the installation of four new mast arm
traffic signals at the intersection of East Railroad Avenue and Sherman Street in Fort Morgan.
The project includes the following elements:
A. Removal of Inlet - This item includes removal of the existing inlet. Removal of inlet shall
be completed to the length and elevation designated on the plans. Before any inlet
removal or connection work is started, the contractor shall verify the conditions conform
to CDOT standard detail M-604-13 for the proposed inlet.
B. Removal of Concrete Median Cover Material - Concrete median cover material
designated for removal shall be saw-cut to a clean edge, as indicated in the plans, and the
materials shall be disposed of offsite at the Contractor’s expense. No additional payment
will be made for saw cutting of cover material, it shall be included in the work.
C. Removal of sidewalk (Concrete) - Sidewalk designated for removal shall be saw-cut to
a clean edge, as indicated in the plans. The sidewalk and base course shall be disposed
of offsite at the Contractor’s expense. Concrete shall be removed to a depth sufficient to
ensure that the proposed sidewalk will be 6 inches thick the proposed curb ramps will be
8 inches thick, and the design is compliant with all applicable standards and specifications.
No additional payment will be made for saw cutting of sidewalk, it shall be included in the
work.
D. Removal of Curb and Gutter - Existing gutter designated for removal shall be removed
completely and disposed of offsite at the Contractor’s expense.
E. Removal of Asphalt Mat - Existing asphalt designated for removal on the plans shall be
removed completely and disposed of offsite at the Contractor’s expense. The contractor
shall adhere to the sawcut limits specified in the plans for the asphalt removal limits.
Asphalt shall be removed to a sufficient depth to ensure that the proposed concrete
pavement will be 10 inches thick. The contractor shall scarify, recompact, and use excess
asphalt millings to prepare the subgrade of the concrete pavement. This work shall be
incidental to the Concrete Pavement bid item.
F. Removal of Traffic Signal Equipment - Removal of traffic signal equipment shall
include all existing signal poles, signal heads, span wires, pedestrian push buttons,
luminaires, and street signs. Contractor is responsible for returning salvaged equipment
as outlined on the plans.

G. The sawing of concrete and asphalt pavements and driveways shall be done carefully,
and all concrete or asphalt pavement to remain in place which is damaged, due to
Contractor’s operations, shall be removed and replaced at the Contractor’s expense.
Contractor shall furnish, place and maintain all traffic control devices at their expense.
H. Sign Panel (Special) - Proposed mast arm mounted street name sign panels shall
have the City of Fort Morgan’s logo and be standard green sign with white lettering.
Signs shall be 10” tall, with 9” tall capital lettering and 4” tall lower-case lettering for
street names and address. Contractor shall confirm the City logo and sign panel
design conform with the City of Fort Morgan’s standards prior to fabrication requests.
I. Backplates - Signal head backplates shall be selected and coordinated between the
Contractor and the City of Fort Morgan. Backplates shall meet CDOT specifications
and installation.
J. Traffic Signal Controller (Type 170) - Traffic signal controller cabinet shall be 336S
and include type 170 controller and shall be a McCain ATC Flex or approved
equivalent. The proposed traffic signal will be raised at a minimum of 12” above the
finished sidewalk surface. Contractor shall comply with dimensions and specifications
outlined in the plans for the raised foundation.
II. GENERAL INSTRUCTIONS
1. Authorized Representative. All Bids must be properly signed by an authorized
representative of the company with the legal capacity to bind the company to the contractual
agreement.
2. Withdrawal. Bid(s) may be withdrawn up to the date and time set for closing upon written,
faxed or e-mailed notice to the City. Negligence upon part of the Bidder in preparing their
Bid(s) shall not constitute a right to withdraw a Bid(s) subsequent to the Bid opening. A
conditional or unqualified Bid may be cause for rejection.
3. Acceptance of Bid. Only bids properly received will be accepted. Any Bid received after the
time and date specified shall not be considered.
4. Conflict of Interest and Good Faith: Respondents must declare among their team
any business entity or individual who is associated with, or is in any way likely, to create
a conflict of interest, a perception of conflict of interest or whether there are any
circumstances whereby any member of Council or any officer or employee of the City
would gain any pecuniary interest, direct or indirect.

Failure to comply with this provision may result in disqualification of your Bid from the RFB
process or, if the City becomes aware of breach of this provision after the detailed Bid has
been requested, disqualification from the further processes.
5. Investigation of Qualifications. The City may make such investigations as it deems
necessary to determine the ability of the Bidder to perform the work, and the Bidder shall
furnish to the City all such information and data for this purpose as the City may request.
The City reserves the right to reject any Bid if the evidence submitted by, or investigation of,
such Bidder fails to satisfy the City that such Bidder is properly qualified to carry out the
obligations of the Contract and to complete the work contemplated herein.
6. Time for Contract Award. Should there be any reason why the Contract cannot be awarded
within the specified period; the time may be extended by mutual agreement between the
City and the Bidders. Notwithstanding the foregoing, nothing herein shall be construed to
obligate the City to award a Contract to any Bidder should the City determine that it is in its
best interest to do otherwise.
7. Permits: The Contractor is required to obtain all necessary City of Fort Morgan permits. All
fees will be waived.
8. Bid Bond. Each bidder must deposit with his/her bids a security in the amount, form and
subject to the conditions provided in the Information for Bidders.
9. Performance and Payment Bond. The awarded Contractor must provide a Performance
and Payment Bond, in the amount of one hundred percent (100%) of the next acceptable
Bid Price, with a corporate surety approved by the Owner, will be required for the faithful
performance of the Contract; provided the Bid Price exceeds $10,000.00.
10. Maintenance Bond. The awarded Contractor must provide a two-year, 20% Maintenance
Bond or Letter of Credit to cover defective workmanship as required for this project.
11. Confidentiality and Privacy: Information provided to a Respondent by the City or acquired by
a Respondent by way of further enquiries or through investigation is confidential. Such
information shall not be used or disclosed in any way without the prior written authorization of
the City. The Respondent shall not make any statement of fact or opinion regarding any aspect
of the RFB and any subsequent proposal to the media or any member of the public without the
prior written authorization of the City.
To the extent permitted, the City shall treat all submissions as confidential. However, the
Respondent is advised that any information contained in any submission may be released if
required by City policy or procedures, by other authorities having jurisdiction, or by law, such
as the Colorado Open Records Act.
