Request for Proposals (RFP): Comprehensive Parks and Recreation Fee Study and Cost Recovery Analysis

The City of Davis Parks & Community Services Department is soliciting qualifications from experienced and qualified consultants to conduct a comprehensive fee study and cost recovery analysis for recreation programs, services, and facility use. The goal is to develop a data-driven, equitable, and sustainable fee structure aligned with the City’s financial policies, community values, and service delivery goals.

The City of Davis offers a broad range of programs and services across all ages, abilities, and income levels. This includes youth and adult sports, aquatics, enrichment classes, senior services, special events, facility rentals, and access to community facilities. The Department has not conducted a holistic fee study in over a decade. With increasing operational costs and changing community expectations, this project aims to:

  • Update the City’s Cost Recovery Policy (if necessary)
  • Review and refine the existing fee schedule for programs, fields, and facilities
  • Benchmark fees against comparable agencies
  • Establish tools for long-term fiscal planning and fee setting

Consultant firms interested in responding to this Request for Proposals (RFP) must submit a complete
proposal in accordance with the requirements outlined under the “Qualifications Submission
