    The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified contractors for
    the Provision of Speed Humps on an Annual Contract with three (3) options to renew for the Department of
    Transportation.
    Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL# and
    Company Name. Bids will be received until 2:50 P.M. local time on March 20, 2026, at the Gwinnett County Financial
    Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. Any bid received after this
    date and time will not be accepted. Bids will be publicly opened and read at 3:00 P.M. The bid opening will be virtual

    Successful contractor will be required to meet insurance requirements. The Insurance Company must be authorized to
    do business in Georgia by the Georgia Insurance Department, and must have an A.M. Best rating of A-7 or higher.

    SECTION A:
    1.
    GENERAL REQUIREMENTS
    General Scope
    This describes the contractual requirements for services associated with the provision, installation,
    marking and repair of asphaltic speed humps on residential streets throughout Gwinnett County. This
    is a demand contract to be performed on an annual basis. The quantities of items may be increased
    or decreased, as necessary, to satisfy the needs of the County. All work to be guaranteed for one year
    after installation. Any defect in workmanship or failure of materials shall be corrected by the
    contractor at no additional cost to Gwinnett County.
    a.
    Bids will be considered only from experienced and properly equipped contractors engaged
    in work of this type and scope. Bidding contractor must have documented experience in the
    installation of speed humps shown in Figures 1 to 3 or similar devices.
    b.
    Before accepting any bid, the County reserves the right to require evidence of the
    contractor’s financial ability to successfully perform the work to be accomplished under
    this contract.
    c.
    Gwinnett County reserves the right to award to the overall low or multiple contractors. If
    awarded to multiple contractors, the scope for each individual project will be identified and
    presented in a Scope of Work document to the contractor. The contractor shall be required
    to provide a Not-to-Exceed quote based on the rates provided as part of this bid, as noted
    in the attached Bid Schedule. That work will generally be assigned based on the cost, but
    may also include responsiveness to the construction schedule and scope of work on
    individual projects.
    d.
    Subletting of Contract - As provided for in Section 108, Georgia Department of
    Transportation Standard Specifications; the Contractor shall not sublet, sell, transfer,
    assign, or otherwise dispose of the Contract, or any portion thereof, without written consent
    of Gwinnett County.
    2.
    Time
    Contract time will be from the date of award for a period of one year with three (3) options to renew.
    However, for any order to install and/or repair asphaltic speed humps, forwarded to the contractor
    on or before the contract expiration date, the contractor will be required to perform such work within
    a time agreed upon by both parties and at the contract price.
    3. Location and Site
    a.
    Work sites will be throughout Gwinnett County on an as needed basis.
    b.
    The contractor shall accept the sites in their present condition and carry out all work in
    accordance with the requirements of the specifications or as directed by Gwinnett County.
    c.
    Prior to beginning work the contractor is advised to visit the sites and acquaint him/herself
    with the actual conditions and location of any or all obstructions that may exist on the site.
    d.
    The contractor is responsible for the location of above or below ground utilities and
    structures which may be affected by the work.
    4.
    Standards and Regulations
    a. Occupational Safety and Health Administration (OSHA)
    The work connected with this contract shall be performed in accordance with all applicable OSHA
    regulations and standards including any additions or revisions thereto until the job is completed
    and accepted by Gwinnett County.

    Unless otherwise directed, all work performed under contract shall be in accordance with the
    Georgia Department of Transportation Standard Specifications, Construction of Transportation
    System, current Edition, and any supplemental specification modifying them except as noted below
    and in the special provisions.
    Materials
    All materials furnished and/or installed by the contractor shall be from sources certified by the
    Georgia Department of Transportation, and shall meet all specifications set forth by the Georgia
    Department of Transportation (GDOT). Cap blocks must meet ASTM standards. All records, receipts,
    test results and certifications shall be kept for the life of the contract and for three years thereafter.
    Gwinnett County’s standard for the asphaltic surface course of 1.25 inches of 9.5 mm Superpave
    Type II shall be applied.
    Inspection
    Gwinnett County does not commit to furnishing full-time inspection or testing of the work in progress,
    or at material sources. Absence of inspection and/or testing by the County will in no way relieve the
    contractor of his responsibility and liability to provide quality workmanship in accordance with the
    Specifications.
    Progression of Work
    Contractor shall complete maintenance and pavement marking work within 30 business days of
    receiving written notice, and speed hump construction shall start within 30 business days. In most
    cases this will be posting the advance warning signs in accordance with the Manual on Uniform
    Traffic Control Devices (MUTCD) and all appropriate utility locates plus starting construction on the
    first speed hump. As needed, speed hump construction will be considered started when a changeable
    message sign is posted. Also as needed, the County reserves the right to request a specific start date.
    The contractor must carry on with utmost diligence in order to complete the work at the earliest
    possible date. For failure to complete the work within the time agreed upon in the work authorization,
    the contractor shall pay Gwinnett County $250.00 in liquidated damages for each calendar day in
    excess of the contract time until the project is considered substantially complete by the County. The
    contractor shall provide the County with at least a 24-hour notice in writing before proceeding or of
    any change in the work schedule.
    Keeping the Road Open to Traffic
    The work shall be performed in such manner as to maintain at least one lane of traffic at all times.
    Contractor shall phase his construction such that traffic across the completed work shall be minimal
    until such time that the asphalt has sufficiently cooled and paint sufficiently dried to prevent damage
    to the work. Contractor will limit his hours of operation to avoid peak hour traffic and weekend work,
    unless a written waiver has been granted by Gwinnett County.
    Traffic Control
    The contractor shall furnish, install, maintain and remove all necessary traffic signs, barricades,
    lights, signals, cones and other traffic control devices; and all flagging and other means of traffic
    protection and guidance as required by the Standard Specifications of the Georgia Department of
    Transportation, and the Manual on Uniform Traffic Control Devices. Such work shall be considered
    incidental to the overall contract, and no additional compensation will be made.
    Work Area
    Upon completion of any work, the contractor will sweep the area and remove and dispose of all
    debris/material.
    Records
    The contractor is required to maintain and make available to Gwinnett County and auditors,
    complete records of the work covered, for the life of the contract and for three years thereafter.

    Payment
    Work shall be paid for at the unit price when complete and shall include all required traffic control,
    cleanup work, tack coat material and application, asphalt concrete material and placement and
    other incidental work.
    Individuals, contractors and businesses seeking an award of a Gwinnett County contract may not
    initiate or continue any verbal or written communications regarding a solicitation with any County
    officer, elected official, employee or other County representative without permission of the
    Purchasing Associate named in the solicitation between the date of the issuance of the solicitation
    and the date of the final contract award by the Board of Commissioners. Violations will be reviewed
    by the Purchasing Director. If determined that such communication has compromised the
    competitive process, the offer submitted by the individual, firm or business may be disqualified from
    consideration for award.
    No bid bond is required for this contract.
    This contract does not require a General Contractor’s License.
    INSTALLING ASPHALTIC CONCRETE SPEED HUMPS
    1.
    Paving Speed Humps
    The procedure for installing the Asphaltic Concrete Speed Humps (Figure 1) shall be as follows:
    a. Immediately prior to construction, the contractor shall thoroughly clean the designated locations of
    all dirt, loose stone and other debris to the satisfaction of Gwinnett County.
    b. The designated locations shall be tacked, in accordance with Section 413 of the GDOT Standard
    Specifications, at the rate to be determined by Gwinnett County. Special care shall be taken to avoid
    spraying the bituminous tack coat on adjacent curbs, driveways and miscellaneous structures.
    contractor will be responsible for all clean up should such overspray occur.
    c. Concrete cap blocks shall be set in a straight line, as illustrated in Figure 1. Unless otherwise
    approved, all cap block placement must start at the centerline extending out. Blocks shall have a
    rating of 3000 Pounds per Square Inch (PSI) in accordance with American Society for Testing and
    Materials (ASTM) C331-04, Lightweight Aggregates and ASTM C90-05, Load Bearing Concrete. Upon
    request, the contractor shall provide Gwinnett County with appropriate documentation of
    certification/testing. Blocks shall be provided on demand to Gwinnett County for testing purposes.
    All blocks not in compliance with these specifications will be removed and repaired at no cost to the
    County.
    d. Contractor shall place 9.5 mm Asphaltic Concrete (Superpave (SP) Level A), to the lines and grades
    specified for the Flat Topped Speed Hump, as shown in the attached Figure 1. The placing and rolling
    operation shall be such that the concrete cap blocks are not displaced, the required compaction is
    achieved, and the final profile and thickness is within 1/4" tolerance of the grade indicated. Any Speed
    Hump whose finished grade exceeds the allowable 1/4" tolerance will be removed and replaced
    by the contractor, at no additional cost to Gwinnett County.
    e. The contractor shall schedule the work such that an installation at a particular location is completed
    by the end of the day on which it is started. Speed Humps extending across only one lane will not be
    permitted to be left overnight.
    f. Side-slope tapers shall be between six and twelve inches wide from the top of the hump to the edge
    of pavement (EOP) on all road widths.
    g. Speed humps will typically not exceed 25 feet in width. When placing speed humps on wider lanes,
    they shall be charged at a per-foot additional price.

    whose finished grade exceeds the allowable 1/4" tolerance will be removed and replaced by the
    contractor, at no additional cost to Gwinnett County.
    h. The contractor shall schedule the work such that an installation at a particular location is completed
    by the end of the day on which it is started. Speed Humps extending across only one lane will not be
    permitted to be left overnight.
    i. Side-slope tapers shall be between six and twelve inches wide from the top of the hump to the edge
    of pavement (EOP) on all road widths.
    j. Speed humps will typically not exceed 25 feet in width. When placing speed humps on wider lanes,
    they shall be charged at a per-foot additional price.
    2.
    Signs and Markings
    a. The contractor shall install pavement markings and traffic control signs in accordance with the
    attached Figure 2. Installation of pavement markings and signs to be considered in the bid for
    this speed hump installation line item, and will not be paid separately.
    b. All pavement markings shall be thermoplastic and will be supplied by the contractor. All markings
    are to contain glass spheres for reflectivity. The dry markings will have a thickness of 90 mils. All
    pavement markings shall be laid out by the contractor as shown in Figure 2. Certification of
    thermoplastic material shall meet Georgia DOT specs section 653, Thermoplastic Traffic Stripe.
    The application of the thermoplastic material needs to be at 400 degrees. Pre-made markings
    must be approved in advance by Gwinnett County.
    c. All markings are to be thermoplastic material. All thermoplastic markings are to be applied at
    required dimensions and be reflective without tracking of material. All thermoplastic markings
    are to be guaranteed for one year. Material failure during the first year will result in the contractor
    reapplying the markings at no cost to Gwinnett County.
    d. The contractor shall place one (1) “Speed Hump Ahead” sign at the entrance to each established
    district, unless otherwise instructed by the County. See Figure 3.
    e. Posts shall be driven into ground, not set in concrete.
    f. The County will supply all signs and posts for installation as referenced in above items d and e.
    g. Signs shall be installed by contractor or sub-contractor no sooner than forty-eight (48) hours
    before hump installation and no later than (8) eight hours after hump installation.
    h. If requested by Gwinnett County, changeable message signs (CMS) may be required. The start
    of work for this location will be considered when the requested CMS are placed on site. CMS will
    be provided for at least seven days. This item will be paid per sign per seven days.
    SECTION C:
    Speed Hump Marking
    a. All work under this pay item will consist of re-marking existing speed humps as shown in
    the attached Figure 2, paid per speed hump.
    b. Immediately prior to construction, the contractor shall thoroughly clean the designated
    locations of all dirt, loose stone and other debris to the satisfaction of Gwinnett County.
    c. Pavement markings will be installed consistent with Section B.2. Subject to change based on
    MUTCD standards.
