SCARNG Regional Aviation Phase Support Center for AH-64E Aircraft Maintenance Support

The South Carolina Army National Guard anticipates issuing a solicitation directly to at least three service providers and sources for the SCARNG Regional Aviation Phase Support Center regarding AH-64E maintenance support using the procedures outlined in Revolutionary FAR Overhaul (RFO) FAR 12.201-1.

The intended set aside is an 8(a) small business set-aside.

The intended NAICS is 488190 with the associated small business size standard is $40.0 Million, and the intended PSC is J016.

Anticipated Award Date: On or before 04/14/2027.

The National Guard Bureau, on behalf of the South Carolina Army National Guard (SCARNG), requires non-personal aviation maintenance services. The contractor shall perform Field and Sustainment Level maintenance support to include: Production control (PC), Quality Control (QC), Supply Management, scheduled / unscheduled maintenance, and repair of aircraft, as well as launch and recovery of aircraft prior to and after the conduct of flight activities. The contractor shall work in specialized shops associated with the Field level maintenance fixed base operations as well as perform troubleshooting and maintenance repairs on the flight line in support of the Army National Guard (ARNG). The contractor shall perform scheduled and unscheduled services, and corrosion control activities IAW government directives, policies, and technical publications on AH-64E aircraft. Services include Periodic Maintenance Inspections, modifications, correcting safety-of-flight conditions, and associated production control and administrative functions. All work will be performed on-site at the Army Aviation Support Facility #1 (AASF1), located at 1325 South Carolina Rd., Eastover, SC 29044. The Government anticipates awarding a single Firm-Fixed-Price contract resulting from this solicitation. The anticipated Period of Performance consists of a 12-month base period, four 12-month option periods, and one 6-month option to extend services in accordance with FAR 52.217-8.

The contractor and its employee performing this service are required to have a secret security clearance.

Anticipated Award Procedures: In accordance with RFO FAR 12.201-1(c)(2), the South Carolina Army National Guard intends to solicit quotations directly from at least three known competing companies and make an award to the quoter that represents the best value to the government at a fair and reasonable price. However, the Government reserves the right to limit the contractors solicited to no fewer than three; therefore, including a capability statement and verification of contractor's secret security clearance is highly recommended. Requests to be included in the solicitation must be received by the Contracting Officer no later than Thursday, October 15, 2026 at 10:00AM Eastern Daylight Time.

Best Value is anticipated to include Technical, Past Performance, and Price as will be defined in the Solicitation.

This posting accomplishes the notice requirements required by RFO FAR 12.201-1 and RFO FAR 5.101.
