Description: The City of McAllen (“Planholder”) is soliciting proposals for Third-Party Administration (TPA) services for its Employee Health Plan, covering eligible participants including active employees, retirees, city officials, affiliated agency personnel, and their dependents.

This RFP seeks proposals for:

1. A self-funded Administrative Services Only (ASO) for medical claims; and/or
2. A level-funded plan that bundles medical, pharmacy, and stop-loss coverage.

Although the City is accepting two distinct types of proposals within this RFP, we will move forward with the single plan that best meets the needs of the City. Additionally, the City reserves the right to accept part of proposed package and not necessarily the full package offered.

Proposal Submittal Deadline: Proposals addressed to Mr. Isaac J. Tawil, City Manager, will be received until Thursday , June 18, 2026, at 2:00 PM p.m., Central Standard Time (CST ).  All proposals are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time.  Original, hard copy, and/or late proposals shall not be accepted.

To view this solicitation and submit a proposal, you must first register in the City’s bidding portal at https://mcallen.procureware.com .  Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form.

Potential respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the relative project number .

The City of McAllen reserves the right to refuse and reject any or all proposals and to waive any or all formalities or technicalities, or to accept the proposal considered the best value to the City, and to hold the proposals for a period of One hundred and twenty ( 120 ) calendar days without taking action.
