INTRODUCTION
The City is soliciting proposals from qualified vendors for the furnishing and delivery of four (4) new 2027
model-year, or current production model-year, factory-designated police pursuit-rated all-wheel-drive utility
vehicles for use by the Claremont Police Department. Vehicles shall be new, current production, factory-built
police pursuit vehicles, and fully compliant with all applicable federal and state regulations.
The intent of these specifications is to obtain police utility vehicles similar in size, capability, performance,
durability, and intended law enforcement use to a modern police interceptor-style utility vehicle or approved
equivalent. These specifications are intended to establish the general class, quality, performance, and
operational capabilities required by the City and shall not be interpreted as limiting competition to a particular
manufacturer, make, or model.
SCOPE OF WORK
The successful proposer shall provide four (4) complete, turnkey police pursuit-rated utility vehicles including
chassis, body, powertrain, electrical systems, factory police equipment, controls, safety systems, and all
required accessories. Vehicles shall be fully assembled, inspected, and ready for installation of police
emergency equipment upon delivery.
All four vehicles shall be substantially identical in make, model, configuration, equipment, drivetrain, interior,
and exterior color unless otherwise approved by the Claremont Police Department.

The engine and drivetrain shall be specifically designed, tested, and offered by the vehicle manufacturer for

The proposed vehicle shall be factory designed and designated by the original vehicle manufacturer for
police pursuit operations. The proposer shall provide documentation identifying the vehicle as a
manufacturer-designated police pursuit vehicle.

Vehicle shall include manufacturer-standard police vehicle safety equipment including:

Anti-lock brakes
Electronic stability control
Traction control
Rearview camera
Reverse sensing or parking assistance
Tire pressure monitoring system
Proposer shall identify additional factory-installed driver assistance or officer safety systems included with
the proposed vehicle.
POLICE-SPECIFIC FEATURES
Vehicle shall include factory police features where available, including:
Dark vehicle or dark-car mode
Secure idle or police idle capability
Rear door/window disable
Police-specific electrical programming
Police upfitter integration
Surveillance or exterior lighting control features
Perimeter monitoring or officer-alert features
Equivalent manufacturer systems providing substantially similar functionality are acceptable.
KEYS
Minimum two (2) keys or key fobs per vehicle
All required programming completed
Keyless entry where standard or available
Proposer shall separately identify the cost of additional keys or key fobs, if applicable.
WARRANTY
Proposer shall provide:
Manufacturer's new vehicle warranty
Manufacturer's powertrain warranty
Manufacturer's corrosion warranty
Any police-specific warranty coverage
Warranty documentation with proposal
Any available extended warranty suitable for police service should be identified and priced separately.
DELIVERY
Vehicles shall be delivered fully assembled and inspected.
All manufacturer recalls and service campaigns applicable at the time of delivery shall be completed.
Vehicles shall be ready for emergency equipment upfitting upon delivery.
Delivery timeline shall be clearly stated in the proposal.
Vehicles may be delivered individually or together with prior approval of the Police Department.
Delivery shall be made to the Claremont Police Department, 1 Police Court, Claremont, NH 03743, or to the
City's designated police vehicle upfitter if directed by the Claremont Police Department.
TRADE-IN ALLOWANCE
The City intends to trade four (4) 2023 Dodge Durango Police Pursuit AWD vehicles toward the purchase of
the new vehicles. The proposer shall provide a separate trade-in allowance for each vehicle.

EXTENDED WARRANTY - POLICE SUV
The City is seeking the most comprehensive and cost-effective extended warranty coverage available for the
proposed police pursuit-rated utility vehicle, recognizing that the vehicle will be operated in a
public-safety/law-enforcement environment with extended idling, severe-duty operation, emergency
response, and other demanding service conditions.
The bidder shall identify all manufacturer and/or manufacturer-authorized extended warranty options
available for the proposed vehicle. Bidders are encouraged to offer multiple options where available. For
each warranty option, the proposal shall clearly state:
(cid:127) Warranty term expressed in years and mileage;
(cid:127) Components and systems covered, including powertrain, electrical/electronic systems, drivetrain, HVAC,
and other major vehicle systems;
(cid:127) Any deductible applicable per repair visit;
(cid:127) Significant exclusions, limitations, waiting periods, or conditions of coverage;
(cid:127) Whether coverage remains fully applicable when the vehicle is used for police/law-enforcement service,
including extended idling and severe-duty operation;
(cid:127) Whether repairs may be performed at any manufacturer-authorized dealership or repair facility;
(cid:127) Any towing, roadside assistance, rental/substitute transportation, or related benefits included; and
(cid:127) The specific additional cost to the City for each extended warranty option, shown separately from the
vehicle purchase price.
Maximum Warranty Option
The bidder shall clearly identify the most comprehensive extended warranty option available for the
proposed police vehicle (the "Maximum Warranty Option"). The proposal shall summarize the major systems
covered under this option and shall state the total additional cost for all four (4) vehicles.
Evaluation and Selection
The City reserves the right to select the warranty option determined to provide the best overall value based
upon coverage, duration, mileage, deductibles, exclusions, service availability, police/severe-duty eligibility,
and cost. The City is not obligated to select the lowest-cost warranty option or the option with the longest
stated term if another option provides better overall value.
Required Warranty Documentation
A copy or sample of the applicable extended warranty contract, plan terms, or manufacturer-authorized
coverage description shall be included with the proposal. Any exclusion or limitation specifically applicable to
police, emergency, fleet, extended-idle, pursuit, or severe-duty use shall be clearly disclosed.

The City intends to remove reusable police emergency equipment from the trade vehicles prior to transfer.
Items to be removed may include emergency warning equipment, police radio equipment, radar equipment,
in-car camera equipment, mobile data computers and docking equipment, rifle racks, department-owned
electronics, license plates, department markings and graphics, and other reusable City-owned equipment.
Trade vehicles will be transferred following removal of City-owned equipment unless otherwise mutually
agreed. The proposer may inspect the trade vehicles by appointment prior to submitting a proposal.
Trade values shall remain valid through the agreed delivery and transfer date, subject to normal additional
mileage and reasonable wear associated with continued police use.

Persons submitting proposals shall note on the bid sheet any deviations from the specifications. Any
proposed vehicle that differs from a specification contained herein shall be clearly identified and explained.
EQUIVALENT VEHICLES
These specifications are intended to describe the City's operational requirements and are not intended to
restrict competition to a particular manufacturer, make, or model.
A police pursuit-rated utility vehicle of any manufacturer may be proposed provided the vehicle meets or
exceeds the substantial performance, safety, durability, capacity, electrical, braking, suspension, cooling,
and law enforcement operational requirements contained in these specifications.

Persons submitting proposals should note any factory options that, in their professional opinion, would be
mission critical or beneficial for front-line municipal law enforcement operations. Recommended options
shall be identified separately, include an explanation of the benefit, and be priced separately from the base
vehicle price. The City may accept or reject optional equipment independently of the base proposal.
