I. Purpose and Intent
The City of St. Louis Department of Health seeks proposals for Environmental Air Monitoring
Services for Tornado Demolition Operations.
The City of St. Louis Recovery Office continues to advance demolition activities across tornado-
impacted areas to address hazardous structures and protect public safety. Due to limited staffing
and the prohibitive cost of having on-site monitors at every site, these operations would benefit
from real-time air monitoring to ensure compliance with applicable health and safety standards,
including monitoring for dust, particulate matter, and potential exposure to hazardous materials
such as lead and asbestos during demolition activities. These services must be closely coordinated
with existing demolition contractors, construction management teams, and regulatory compliance
processes. Providers with relevant experience and the ability to rapidly mobilize are necessary to
ensure safe and efficient operations.
The purpose of this RFP is to promote and ensure the fairest, most efficient means to obtain the
benefits of the most qualified, responsive, and responsible proposal. Hereinafter, organizations
interested in submitting a proposal in response to this RFP shall be referred to as “Respondents.”
Issuing an RFP does not obligate the City of St. Louis to award a contract to any provider, nor is
the City of St. Louis liable for any costs incurred by the organizations in the preparation of
proposals. Nothing in this RFP nor in any proposal in response to this RFP is intended to be, nor
should anything be construed, as an offer of engagement. Nor shall the selection of a Respondent
be construed as an offer of engagement unless and until a contract is fully negotiated and fully
executed by all parties. The City retains the right to award parts of the contract to several bidders,
not to select any bidders, and/or to re-solicit proposals.
The City reserves the right to reject any and all proposals submitted and to waive any and/or all
non-material irregularities pertaining to the submission of the proposal. Additionally, any and all
RFP projects elements, requirements and schedules are subject to change and modification. The
City also reserves the right to modify, suspend, or terminate at its sole discretion any and all
aspect(s) of the RFP process to obtain further information from any and all respondents, and to
waive any defects as to form or content of the RFP or any responses by any organization/business.
All submitted materials will become the property of the City, may become public documents at

any time during the selection process, and will become public documents at the conclusion of the
selection process. Any and all documents submitted by the Respondent may become public if and
when they are submitted to any advisory or legislative public body, or pursuant to the Missouri
Sunshine Law. By submitting a response to this RFP, each Respondent acknowledges having read
this RFP in its entirety and agrees to all terms and conditions set out in this RFP.

with other City employees is permitted. Unauthorized contact regarding this RFP may result in
disqualification or rejection of a proposal.
Questions must be submitted no later than May 8, 2026. The Department of Health will maintain
a list of all firms or individuals requesting copies of the RFP and will ensure that copies of all
questions and responses shall be made available in writing to each firm on such list, when
requested. Answers will also be publicly posted at List of Active City RFPs, RFQs, and RFIs.
Questions should be asked in consecutive order, from beginning to end, following the organization
of this RFP. Each question should begin by referencing the RFP page number and section number
to which it relates. Short procedural inquiries may be accepted by telephone; however, oral
explanations or instructions given over the telephone shall not be binding upon the City.
Respondents should not otherwise contact the Department of Health directly, in person, by
telephone, facsimile, or by e-mail, concerning this RFP.
Contact with the Department of Health after the submission of qualifications is limited to status
inquiries only and such inquiries are only to be directed to the above-named individual. Any further
contact or information about the RFP to the Department of Health or any of its employees or any
Selection Committee Members will be considered an impermissible supplementation of the
respondent’s proposal.
III. Submission & Deadline

Proposals received after this deadline will not be accepted.
The RFP subject line and/or package label must clearly indicate that it is in response to the RFP
FOR ENVIRONMENTAL AIR MONITORING SERVICES FOR TORNADO
DEMOLITION OPERATIONS. Respondents must submit proposals in Word or PDF form via
e-mail to the e-mail address listed above. Respondents may also submit a one (1) sealed, complete,
original proposal and six (6) sealed, full, complete and exact copies of the original to the mailing
address listed above. It is suggested that Respondents make and retain a copy of its proposal.
IV. Required Qualifications & Certifications
Environmental air monitoring is highly technical and requires specialized certifications,
equipment, and experience, including being capable of performing this work in compliance with
regulatory requirements while operating in active demolition zones.
V. Scope of Services & Project Objectives
In order to collect a representative sample of asbestos and lead, the following is recommended:
● Utilize four low volume pumps per demo site all set at 2 liters per minute and ran for 6
hours
● Situate two pumps, one PCM (asbestos), one lead, up wind on the property line at a height
of 5 feet. The same process down wind. The most representative time would be from
1:30pm to 7:30pm in order to show a 24 hour exposure.
● The upwind samples should be subtracted from the downwind samples.
● The down wind samples should be calculated on a TWA (time weighted average)
● If the downwind PCM (phase contrast microscopy) sample yields a result greater than 0.1
fibers per cc, OSHA's PEL (permissible exposure limit), the upwind and downwind
samples should then be analyzed by TEM (transmission electron microscopy)
● The TEM samples should then be calculated on an 8 hour TWA
VI. Method of Compensation
Any agreement entered into pursuant to this RFP will provide compensation on a per demolition
basis. We are estimating up to 60 demos included in the Scope of this RFP.
Invoices for payment shall be submitted to the Department of Health. Invoices must be submitted
no later than the fifteenth day of the month following completion of the service. Payment shall be
conditioned upon receipt of appropriate, accurate, and acceptable invoices submitted in a timely
manner with supporting documentation as required by the Department Health.
