Quarry Water Supply Project Raw Water Pond Intakes

INVITATION TO BID

PART 1. GENERAL

1.1 COMPETITIVE COST SEALED BIDS

Sealed bids for construction of the Quarry Water Supply Project Raw Water Pond Intakes (Contract “C”) will be received until the closing time of March 11, 2025, at 2:00PM local time. Bids must be submitted by the Bidder electronically through QuestCDN.com . No paper submissions will be accepted. Any bid received after the bid closing time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically provided in the Instructions to Bidders and/or by State law. Base Cost of all Bids will be posted by the Owner/Engineer to the QuestCDN website within approximately 30 minutes after the bid closing time.

1.2 PREBID CONFERENCE

A non-mandatory Pre-bid conference will be held on February 13, 2025 at 1:00 PM local time at the Auburn Public Works Building, 1411 Sunbelt Way, Auburn, GA 30011. The purpose is to allow bidders access to the job site and discuss any other questions the bidder may have. A Zoom link can be provided upon request for the initial Q&A session. Engineer will transmit to all prospective Bidders of Record such addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.

1.3 SCOPE OF WORK

The work shall consist of furnishing all products and performing all labor necessary to perform the work shown on the plans and described in the specifications generally described as follows: 100-foot long, 8-foot wide tunnel, tunnel shotcrete and stabilization, 180-foot deep, 15-foot diameter shaft, low level raw water pump replacing four (4) air release valves on the raw water main, station including 4 vertical turbine pumps, transfer raw water pump station including 4 vertical turbine pumps, 15,000 gallon wet well, grading, and the gravel road. Pump stations shall be complete with instrumentation and controls, mechanical and air burst system. Erosion control, pit dewatering, and site access maintenance shall also be included.

Time allotted for completion of work will be a maximum of 390 consecutive calendar days which will consist of a 180 calendar day Administrative Period followed by a 210 calendar day Construction Period. See Section 00622 for additional information. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract.

1.4 PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS

Bidders may also view the digital plan documents for free by creating a Quest account and entering the Quest project number 9356074 on the website’s project search page. Bidders can download the digital documents for a fee of $700.00 payable through the website. Bids must be submitted electronically at QuestCDN.com . There will be an additional $42.00 bid submittal fee. 1.5 CONTRACTOR QUALIFICATIONS

Bidders must complete the Qualifications of Bidder (Section 00470) in order to be evaluated for award of the Contract. Refer to the specific requirements outlined in the referenced Section.

1.6 CONTRACTOR LICENSE

The Scope of Work as described herein is defined as “utility contracting” in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a “Utility Contractor” and must also employ a “Utility Manager” certification holder who will have oversight of all the utility work. See Instruction to Bidders for additional bidding requirements.

1.7 BONDS

Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.

1.9 EASEMENTS & RIGHTS-OF-WAY

No acquisition is required. The project site is property owned by the City of Auburn and Winder.

1.10 GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT

All qualifying Contractors and Subcontractors performing work with the City of Winder must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Bid to be considered, it is mandatory that the Bidder’s Affidavit of Compliance with O.C.G.A. §13-10-91 be completed and submitted with the Bid.

1.11 FUNDING SOURCES

Funding is to be provided by the Georgia Fund and the Drinking Water State Revolving Fund both of which are administered by the Georgia Environmental Finance Authority. The project is a joint project between the cities of Auburn and Winder. The prime contract will be with the City of Winder.

1.12 RESERVATION OF RIGHTS

Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
