Description of goods to services to be bid:

Through this Request for Qualification (RFQL), NYSERDA will qualify owners of affordable housing multifamily buildings for their buildings to receive a high performance retrofit solution that approaches or achieves net-zero energy performance.

Owners qualified through this RFQL will be eligible to respond to a separate solicitation to be issued by NYSERDA for gap-funding to defray the cost of the high performance retrofit solution produced by a Component Manufacturer and installed by a Solution Provider, each of which will also need to have been qualified through separate RFQLs.

No NYSERDA funding is associated with this RFQL whose sole purpose is to qualify Buildings for the next round of RetrofitNY pilot projects.

Eligibility/Qualifications Requirements/Preferences:

To qualify for this RFQL, buildings will need to comply with the following:
1. 1-3 story multifamily with at least 2 units per building and 5 units in the development
2. 4-7 story multifamily with at least 5 units in the development
3. Located in New York State
4. Present a simple architecture as defined in section IV A. Definitions of the RFQL
5. Pay the System Benefits Charge (SBC) through their electric utility bill
6. Not be currently covered by an Energy Performance Contract (EPC) or other contract that would materially interfere with the implementation of a retrofit solution
7. If the building includes commercial tenant space, the master lease must authorize the owner to make significant changes to the façade and mechanical systems of any commercial tenant spaces, or with written consent from tenant(s).
8. Be affordable housing as defined in the RFQL 4552
9. Be able to demonstrate the legal owner has experience with affordable housing regulations and financing
10. Provide the entire building portfolio and physical characteristics
11. Be occupied
12. All building renovations and capital improvements be designated to a single affordable housing agency or organization
13. Be scheduled for renovation within the next 12-24 months
14. Agree to contract a qualified Solution Provider through RFQL 4553
15. Be flexible to incorporate the Retrofit Solution into the rehabilitation scope of work and financing strategy
16. Have an owner to accommodate a 6-month design period
17. Have an owner willing to adopt advanced early market technologies
18. Have an owner willing to sign the RetrofitNY Pledge
