**SOLE SOURCE/NOTICE OF INTENT**
Vandenberg Space Force Base publishes this notice of intent to award a sole source contract for informational purposes only. This proposed action is for the acquisition of a Unify is the sole manufacture of OpenScape, the only software utilized by all DAF CONUS Command Posts and is extremely important in emergency situations for SLD 30.
The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2), “The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5.”, resulting in a firm fixed price contract. The Contracting Officer has determined that only one source is reasonably available: MCS of Tampa, inc.
This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334220 - Radio and Television Broadcasting and Wireless. Business size standard is 1,250 Employees.
The proposed source is MCS of Tampa, inc. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 4:00 PM PST on 17 September 2025.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proposed vendor,MCS of Tampa, inc, is the only known source able to satisfy the Government's requirements as they are the only Master Service Provider" that employs trained and qualified resource(s) on the Unify OpenScape Xpert Product. A "Master Service Provider" means that MCS of Tampa's sales and technical personnel have completed and passed Unify's training curriculum to allow them to install and maintain Unify products., and outreach with Unify, they are the only aproved company able to meet this requirements needs.
The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
