Notice is hereby given that statements of interest together with statements of qualifications and performance data will be received by the Village of Deerfield Department of Public Works and Engineering for providing professional engineering consulting services as outlined below. Qualified firms will be called upon on an as-needed basis based on their expertise in each category and ability to meet project goals. There is no guaranteed minimum or maximum number of projects that will require services by this Request for Qualifications.

SCOPE OF SERVICES:

The Village seeks services for the following four categories:

A. Storm Water: This category includes surveying, modeling, planning, and designing of storm water infrastructure and flood control/management.

B. Water Distribution: This category includes surveying, modeling, planning, designing, and contract administration of water distribution infrastructure and lead service line replacement programs.

C. Transportation: This category includes surveying, planning, designing, and contract administration of roadway, traffic engineering, traffic impact or safety, bridges, traffic signals, street lighting, and streetscapes.

D. Construction Management: This category includes phase III construction plan reviews, oversight, management, documentation and inspection of varying construction projects including private (fiber) and public utility installation, concrete/HMA installations, retaining walls, and parking lots.

Respondents must provide full list of IDOT prequalifications held but at a minimum, must be IDOT prequalified to perform work in the following categories of service:

  • Highways – Roads and Streets
  • Location/Drainage Studies – Reconstruction / Major Rehabilitation
  • Special Services - Construction Inspection
  • Special Studies – Location Drainage
  • Special Studies – Traffic Studies

Qualified respondents to this advertisement will receive an invitation for an interview for the above engineering services. Following the interview, the consultants that appear to be most qualified to perform the work in each category will be notified as projects arise.

The Village of Deerfield in accordance with the laws of the State of Illinois hereby notifies all firms expressing statements of interest that it will affirmatively ensure that potential contract entered into pursuant to this advertisement will be awarded without discrimination on the ground of race, color or national origin.

GENERAL REQUIREMENTS

Qualifications must be received no later than 3:00 PM on September 18, 2026.  Qualifications submittals will be opened and evaluated, and based upon qualifications select firms will be asked to attend a personal interview.  Three (3) hard copies must be submitted to:

EVALUATION

Evaluation of qualifications will be done by Village staff. Qualifications will be evaluated on experience and ability in providing the listed scope of service categories. The below criteria are to be utilized in the evaluation of qualifications for development of the short list of consultants to be considered for interviews and/or potential negotiations. Individual criteria may in all probability be assigned varying weights at the Village’s discretion to reflect relative importance. Consultants are required to address each evaluation criteria below and to be specific in presenting their qualifications.

  1. Experience/qualifications of Consultant: Consultant’s abilities and specific experience; proposed staff and   specific staff experience.
  2. Related project Experience/Performance
  3. References / Regional Familiarity
  4. Demonstrated quality assurance procedures and schedule to ensure a timely, effective and professional provision of services.

CONTENT REQUIREMENTS

The following information requirements are required to be included within each proposal. Firms are not required to submit for all categories but must be clear the categories that are being submitted. Submittals shall be no more than 50 pages.

  1. Name, address and brief description of the consulting firm.
  2. Resumes of key personnel to be assigned for each category.
  3. A one-page narrative as to the firm’s interest, particular abilities and qualifications related to the category.
  4. The consultant shall demonstrate a clear vision of a desired project outcome, as well as the methodologies and philosophies necessary to achieve the desired outcome for each category.
  5. Description of 3 similar projects in the last 5 years that the firm has completed for each category submitted.
  6. Examples of knowledge, expertise and/or experience with other related work for each category.
