Please know, no other question will be answered past the deadline.
RFP proposals submitted by email would need to conform to the standard 25MB. File
compression is recommended. We would allow file sharing, may require our IT to assist.
We have options for a contract. However, nothing will go longer than 3 years generally. For
example, 1 year w/ 2 option years, or 3 years w/ 2 option years. Plan on this RFP for the 3+2.
This RFP evaluation will reflect higher on security features. Accountability, no losing, limit
damage, and less intrusive to deputies. As an example, how are tablets secured, locked, etc.
Average Daily Population (ADP), Pueblo County Jail.
The average daily population in 2025 was 428, this year was an exception and
not the norm
The real numbers have run as low as 396, and as high as 544 daily
The ADP of the last 5 years is 465
The Pueblo County Detention Bureau currently partners with some of the following vendors to
be used with inmate tablets.
ICSolutions (tablets/phone calls, visits)
Trinity Services (kitchen)
Keefe (cash & bonding, commissary/trust)
Motorola/SPILLMAN records management system
The new Jail Internet Service Provider (ISP) is Segra.
Current jail contracts will not be provided. If a bidder requires this information a Colorado Open
Records Act (CORA) request will need to be completed with Pueblo County Purchasing.
Current jail commission number specifics will not be provided. This is for fair biding and not to
undercut other vendors.
Basic menu of services offered with the current tablet vendor include
Edovo based applications (MUST)
Regular Mail, scanned off-site
Photos, scanned off-site
Video Visits (headphone & mic)
Phone calls (headphone & mic)
Hearing impaired app

Inmate Requests (kites)

individual tablet) for inmates to view

Any free or paid media options would be considered in the best interest of the inmate. Do you
offer old black and white shows or Newer streaming content?
This office has already purchased digital media through the Edovo platform. At this time, we
would not consider changing due to our programs. If an app is compatible with Edovo platform,
we could discuss further, but that verification is needed in the proposal upfront.
Tablet equipment needed for new facility
12 housing units with 56 double bunk beds
Charging units in each housing unit for 56 tablets, to start
1 charging unit & tablets in medical (8 cells)
1 Redundant phone unit per housing unit
1 redundant table kiosk per housing unit
2 phones (only) jail intake
8 video visiting kiosks (lobby)
Currently tablets for 450 inmates, plus 25% and a reserve of 50 tablets onsite
Currently, we maintain an onsite full time FTE with our current vendor. Due to issues that may
arise from tablet use, we will require this position as described.
Records Management System (RMS)
Tablets are separated from the RMS system with the inmates
Billing information is needed on the back side to keep the inmate informed of
balance and fees to tablet
Tablets rates (phone/visits) comply with the Martha-Reed Act and are in accordance with FCC &
commissions.

Video Visits .19 cents/minute

Additional commissions; Entertainment & Messaging
Current commission will not be provided in RFP
Billing with current tablet provider and partners
Phones, visits, & entertainment monthly

Oct – Dec 2025 total commissions $26,825.09
Commissions made are deposit into the county general funds
Video visits and phone calls have no limit. Though they would need to be restricted for obvious
issues.
