Description
Oregon State University intends to contract for the provision of LI-600PF + LI-600N Porometer/Fluorometer Package from LI-COR Inc.as a sole source because of the contractor being the single provider of the goods and/or services. OSU is conducting research on tree physiology. The LI-600N measures the stomatal conductance and chlorophyll fluorescence of a single needle, narrow leaf, or blade of grass. The LI-600PF measures the stomatal conductance and chlorophyll fluorescence of a broad-leaf. These measurements are required for the research. No alternative vendor offers a product that meets all of the following requirements:
#1 Simultaneous stomatal conductance and chlorophyll fluorescence measurement in a single handheld device.
#2 Compatibility with LI-COR's existing data management ecosystem (LI-COR Connect software).
#3 Field-portable form factor suitable for forest use.
#4 Equivalent manufacturer support, calibration services, and documented accuracy specifications.
An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to the Office of Procurement, Payment and Travel at
