REQUEST FOR PROPOSALS
Proposals will be received by the Town of Merrimack New Hampshire until 2:00PM on
Thursday, July 16, 2026 to provide maintenance service for the Sklar Waterfront Park Trails
during spring and summer growing seasons from July 31, 2026 to July 31, 2027.
The proposal shall be submitted on the Bid Form furnished herewith and shall exclude state and
federal taxes not applicable to municipalities. The bid price shall be quoted F.O.B. Town of
Merrimack, Sklar Waterfront Park, 6 Baboosic Lake Rd, Merrimack, NH.
Three copies of the proposal must be sealed, marked “RFP-Sklar Maintenance Service” and
mailed or delivered to the Town of Merrimack, Finance Department 6 Baboosic Lake Rd,
Merrimack NH 03054 by the date and time specified above.
The contractor will be required to provide an insurance certificate confirming the following
insurance coverage: worker’s compensation insurance as required by the State of New Hampshire;
broad-form comprehensive general liability insurance in an amount no less than $1,000,000
combined single limit per occurrence; and motor vehicle insurance to include bodily injury,
property damage, uninsured motorist, and employer’s non-ownership coverage in an amount no
less than $1,000,000 combined single limit per occurrence. The Town of Merrimack shall be
named as an additional insured on all policies.
The contractor must also agree in writing to indemnify the Town of Merrimack from any and all
liability, loss or damage, including but not limited to bodily injury, illness, death, or property
damage, which the Town becomes legally obligated to pay as a result of claims, demands, costs,
or judgment against the Town arising out of the contractor’s actions or omissions relating to this
project.
The related award will be based on price, and Town’s evaluation of the quality of the proposed
units and bidder’s experience and reputation will include discussions with current users. Therefore,
bidders shall identify on the Reference Form three comparable projects that have been completed
over the last three years.
The Town reserves the right to reject any or all bids, to waive irregularities in the bids, and to
accept the bid, which best serves the interest of the Town.
It is the bidder’s responsibility to confirm the bid is received by the Finance Department by the
date and time specified.

Sklar Waterfront Park Trail Maintenance Services
Scope of Work
The Town of Merrimack is seeking proposals from qualified landscaping and grounds maintenance
contractors to provide seasonal maintenance services for the trail network at Sklar Waterfront Park.
The park contains a network of four primary trails that require regular mowing, trimming, and
clearing of vegetation to maintain safe and accessible conditions for pedestrians and mountain
bikers. Portions of the trail system are located within a floodplain and are subject to seasonal
flooding and rapid vegetation growth. The purpose of this work is to maintain safe and accessible
conditions for hikers and mountain bikers while preserving the natural character of the property.
The selected contractor shall provide all labor, equipment, materials, and supervision necessary to
perform trail maintenance, including but not limited to:
Cutting and clearing grasses, weeds, undergrowth, and invasive vegetation, including
Japanese stilt grass.
Trimming back poison ivy, brush, and vegetation encroaching on trail corridors.
Maintaining trail widths and clearances to allow safe pedestrian and bicycle access.
Removing branches, limbs, and other storm debris from trail surfaces and placing debris
off the trail corridor.
Reporting any fallen trees or obstructions that cannot be safely removed by the contractor
so that the Town's Department of Public Works may address them.
The Town anticipates that maintenance services will be performed approximately every three (3)
weeks during the spring and summer growing seasons. Due to flooding conditions, certain trail
sections may not be accessible during some maintenance cycles and shall be addressed during
subsequent visits when conditions permit.
Because trail entrances contain barriers intended to prevent ATV and off-road vehicle access, large
mowing equipment cannot access many portions of the trail network. Contractors are responsible
for evaluating site conditions and determining the appropriate equipment necessary to perform the
work within these constraints.
The initial maintenance visit is expected to require substantial vegetation clearing, as the trails
have not yet been maintained this season. Subsequent visits are expected to consist primarily of
routine maintenance and vegetation control.
Site Visit and Contractor Walkthrough
A trail map identifying all trail segments, entrances, junctions, and marker locations is attached to
this RFP.

Members of the Merrimack Conservation Commission's Sklar Waterfront Park Subcommittee will
be available to conduct on-site walkthroughs with interested contractors prior to proposal
submission. Contractors are strongly encouraged to participate in a site visit to fully understand
existing conditions and maintenance requirements.
Trail-Specific Maintenance Requirements
1. Riverview Trail
Significant grass and weed growth exists between Markers A and B and between Markers
B and K.
The eastern section between Markers A and C contains moderate vegetation growth that
can likely be managed with grass trimmers.
The western section between Markers A and C, adjacent to the river, experiences periodic
flooding after major storms and contains substantial undergrowth that will require more
extensive vegetation management.
2. Ferry Trail
Portions of this trail are located within flood-prone areas and contain significant
undergrowth.
Other sections primarily require trimming of grasses, weeds, and encroaching vegetation
using grass trimmers or similar equipment.
3. Eagle Bluff Trail
The section between Markers E and H contains areas of significant undergrowth that
require regular clearing.
The sections between Markers H and G and G and I are elevated above the floodplain and
generally experience minimal vegetation growth. Maintenance in these areas will primarily
consist of trimming weeds and poison ivy.
4. Cottontail Trail
The section between the Ferry Trail junction and Marker H contains flood-prone areas with
significant Japanese stilt grass growth requiring regular cutting and maintenance.
The section approaching Eagle Bluff Trail contains less dense undergrowth but will still
require periodic trimming and clearing to maintain trail accessibility.
Proposals shall include seasonal prices and mowing service prices for maintaining the trails
described herein during the growing seasons. The price shall include all labor, equipment,
materials, transportation, supervision, disposal costs, and any other expenses necessary to
complete the required work.
In addition to the seasonal price, proposers shall provide rates for any additional services that may
be requested by the Town outside the regular maintenance schedule. Such services may include,
