In accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the James A. Haley VA Medical Center intends to negotiate a sole-source award with **Charter Communications Operating LLC**, located at 12405 Powerscourt Dr. Sait Louis, MO 63131 USA.
Charter Communications Operating LLC is the manufacturer to supply and support the Dedicated Fiber Internet and Static IP System. It will be used to assist with the Physical Medicine and Rehabilitation Department to facilitate the successful use of smart devices for rehabilitative and assistive technology purposes in the Polytrauma, Assistive Technology Lab, and other rehabilitation areas on the 2nd floor of Building 38. Assistive Technology (AT) refers to any product, equipment, or system designed to help individuals with disabilities enhance their functioning and participate in daily activities. Smart devices are a subset of AT that can include digital tools such as environmental control systems, tablets, and computers that assist users with tasks like communication, navigation, and accessibility. Environmental control systems are a range of technologies that enable individuals with significant physical disabilities to operate various devices and appliances in their environments; elements such as lights, doors, and bed controls can be controlled through specialized interfaces that accommodate their specific needs. These devices require reliable and fast internet to work at their full potential and allow patients to perform tasks independently and effectively and cannot be connected to the VA Network. The VA Public Wi-Fi does not provide the speed, bandwidth, and coverage needed to power the number of AT smart devices on the 2nd floor of Building 38.
This requirement covers the imaging system at the James A. Haley VA Medical Center, located at **13000 Bruce B. Downs Blvd, Tampa, FL 33612**. The North American Industry Classification System (NAICS) code for this procurement is **517111-Wired Telecommunications Carriers**, with a size standard of **1,500 employees**.
**This notice of intent is not a request for quotations. ** Interested parties that believe they possess the capability and qualifications to meet these requirements may identify their interest and submit capability statements. All submissions must be received no later than **1:00 PM EST on September 25th, 2026**. Information submitted in response to this notice will be provided at no cost or obligation to the Government.Â
No formal solicitation will be issued. Interested parties must submit their information by email to Katrina Tavares, Contracting Officer, at **katrina.tavares@va.gov**. Responses received will be evaluated; however, the Government reserves the right to proceed with the sole-source negotiation with Charter Communications Operating LLC if no acceptable responses are received. The determination not to compete this proposed procurement is at the sole discretion of the Government.
