NETWORK OPERATIONS CENTER CONSTRUCTION. The City of Willmar, Minnesota, is soliciting proposals from qualified trades to perform HVAC and Electrical work in the Willmar Connect Network Operations Center. Willmar Connect is an open-access fiber optic network owned by the City. All head-end infrastructure will be housed in an existing City-owned building.
