Engineering Services For Dry Run Dam Overtopping Protection, City Project # 2024-03-FPM

The Mayor and City Council of Cumberland, Maryland are soliciting bids for the project:

ENGINEERING SERVICES FOR
DRY RUN DAM OVERTOPPING PROTECTION
CITY PROJECT NO. 2024-03-FPM

Completed bids shall be submitted to the City of Cumberland’s online solicitation website, until but not after 2:00 p.m., local time, on 10/29/2025.  Proposals will be virtually released at 2:30 p.m. on that date and available to view on the website. Released bid information does not constitute any award has been made.

This project includes:

A feasibility review and design of an overtopping protection system for the Dry Run Detention Dam in Cumberland, Maryland. The design will allow for the dam to be safely overtopped by floodwater during a probably maximum flood without risk of dam breach.

The awarded consultant shall:

• Review and confirm the results of a dam breach analysis.
• Design an overtopping protection system for the dam, including any alternative designs if applicable
• Provide construction drawings and specifications for the installation of the overtopping protection system
• Identify and obtain any required permits on behalf of the City, as well as updating the Emergency Action Plan for the dam upon conclusion of the project.

A "Mandatory PREBID SESSION” for the purpose of answering or obtaining answers to questions of parties interested in performing the work, relative to construction details, will be conducted at 10:00 a.m. on 10/15/2025.  All parties that have requested a copy of the Contract Documents will receive the link to the teleconference 24 hours prior to the session starting.

The Mayor and City Council reserve the right to waive any technicalities and to reject any or all bids, and to accept any or all proposals which in their judgment is to the best interest of the City.
