1. INTRODUCTION

The County of Camden (“Owner”) is Requesting Qualifications (“RFQs”) from qualified architectural, engineering, and planning firms to provide professional design and related consulting services for the development of a new Combined Parks and Recreation Senior Center including a gymnasium and associated recreational amenities.

The intent of this RFQ is to identify the most qualified firm or team based on experience, technical expertise, project understanding, and capacity to deliver a high-quality public facility that serves residents of all ages.

The selected firm may subsequently enter into negotiations for a professional services agreement with the Owner.

2. PROJECT DESCRIPTION

The Owner intends to develop a modern, multi-purpose facility designed to support senior programming, community recreation, wellness activities, youth and adult athletics, and public events.

The proposed project may include, but is not limited to, the following components:

• Senior Center programming areas

• Parks and Recreation administrative offices

• Multi-purpose meeting and activity rooms

• Community event space

• Commercial or warming kitchen

• Fitness and wellness areas

• Arts and crafts rooms

• Computer/technology classroom

• Lounge and social spaces

• Public restrooms

• Private three piece staff bathroom

• Storage and support areas

Gymnasium Components

• Full-size gymnasium or multi-court athletic facility

• Basketball and volleyball capability

• Bleachers/seating

• Athletic storage

• Scoreboards and sports equipment systems

• Walking track (optional)

• Support space

Site Improvements

• Parking facilities

• Sidewalks and pedestrian circulation

• Outdoor passive amenities

• Landscaping and green space

• Stormwater infrastructure

• Site lighting and signage

3. PROJECT GOALS

The Owner seeks a facility that will:

• Promote health, wellness, and active lifestyles;

• Provide inclusive and accessible recreational opportunities;

• Serve residents of all ages and abilities;

• Encourage community engagement and social interaction;

• Support senior health and enrichment programs;

• Provide durable and low-maintenance public infrastructure;

• Incorporate sustainable and energy-efficient design practices; and

• Support long-term operational efficiency.

4. SCOPE OF SERVICES

The selected Respondent shall provide comprehensive professional services that may include the following phases:

• Existing conditions assessment

• Facility programming and space needs analysis

• Site evaluation and feasibility analysis

• Preliminary cost estimating

• Project schedule development

Phase 2 – Conceptual and Schematic Design

• Conceptual site plans

• Building layout alternatives

• Preliminary renderings and graphics

• Sustainable design recommendations

• ADA/accessibility review

• Preliminary engineering coordination

• Cost estimates and value analysis

Phase 3 – Design Development and Construction Documents

• Architectural design

• Structural engineering

• Civil engineering

• Mechanical, electrical, and plumbing engineering

• Landscape architecture

• Interior design

• Specifications and bidding documents

• Coordination with permitting agencies

Phase 4 – Procurement and Bidding Assistance

• Bid package preparation

• Assistance during contractor procurement

• Responses to contractor questions

• Addenda preparation

• Bid review and recommendations

Phase 5 – Construction Administration

• Construction observation

• Shop drawing review

• Pay application review

• Change order evaluation

• Punch list inspections

• Substantial completion and closeout services

The Owner reserves the right to modify the scope of services during contract negotiations.

Qualifications:
5. MINIMUM QUALIFICATIONS
Respondents must demonstrate:
• Experience with public recreation facilities and/or senior centers;
• Experience designing gymnasiums or athletic facilities;
• Experience with municipal or county government projects;
• Knowledge of applicable building codes and ADA requirements;
• Capability to provide all required professional disciplines;
• Adequate staffing and financial resources; and
• Licensure to practice in the State of North Carolina.

The selected Respondent shall maintain insurance coverage including:
• Commercial General Liability
• Professional Liability
• Workers’ Compensation
• Automobile Liability
Coverage limits shall be determined during contract negotiations.
