STORMWATER MANAGEMENT & SURFACE STABILIZATION
Sealed bids will be received by the City of Albany Board of Contract & Supply at City Hall, Room 202, 24 Eagle
Street, Albany NY 12207 until 12:00 p.m. local time on August 4, 2026. Bids received will be publicly opened and
read at 1:30 p.m. at City Hall, Room 103.
The work site is located at the City of Albany Rapp Road Landfill, 525 Rapp Road, Albany, NY. The work includes
providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental
to the completion the work shown on the Drawings and described in these Specifications including, but not
necessarily limited to, excavation and grading of site soils, drainage channel construction, installation of erosion
controls including silt fence, filter sock, turf reinforcement mat, mulching blanket and stone fill, establishing
vegetation, and maintenance & repair of sedimentation and erosion until vegetated surface is stabilized.
Drawings and Specifications may be examined at Albany City Hall, Room 202, 24 Eagle Street, Albany NY 12207
from 8:30 a.m. to 5:00 p.m. and on the City of Albany Website atwww.albanyny.gov/bids.aspx. Complete sets of
the Drawings, Specifications, and Bid Forms may be obtained via Bidnet at www.dibnetdirect.com in accordance
with the Instructions to Bidders. Contractors that obtain Contract Documents from a source other than Bidnet must
register with Bidnet in order to be placed on the official Plan Holders List, receive Addenda, and receive other Bid
correspondence. Bids received from Contractors other than those on the official Plan Holders list will not be
accepted.
A pre-bid conference will be held at 9:00 a.m. on July 16, 2026, at the project site. Representatives of the Owner and
Engineer will be present to discuss the project.
All bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed
envelope. This is a lump sum bid as described in the Instructions to Bidders. No Bidder may withdraw his bid within
forty-five calendar days after the actual date of the opening thereof. Each bid must be accompanied by a bid security
in the amount of five percent of the base bid in accordance with the Instructions to Bidders. The successful Bidder
will be required to furnish construction performance and payment bonds in the full amount of the contract price.
All contractors submitting bids on public work projects are required to register with the New York State Department
of Labor (NYSDOL) under Labor Law Section 220-i. The registration number must be entered in the space provided
on the Bid Form. Failure to provide a valid and verifiable registration number from the NYSDOL Registry at the
time of bid submission will result in disqualification of the bid.
The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment
Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR
Part 60-1, 33 F.2 7804).
Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right to disregard all
nonconforming, non-responsive or Conditional Bids.
