Title: Chemistry Support for the Division of Translational Toxicology (DTT)
Description:
This notice is related to a Request for Information (RFI)/Sources Sought Notice (SSN), 75N94026R00002, released on February 17, 2026. This acquisition is a full and open competition.
This notice is issued on behalf of the National Institute of Environmental Health Sciences (NIEHS) by the Office of Acquisition and Logistics Management (OALM), OD, Research and Development and Professional Services- Division B. This presolicitation notice is being published in accordance with the Federal Acquisition Regulations (FAR) Part 5.101. This is a Presolicitation Notice in advance of the Request for Proposal (RFP). The Government is not committed to award a contract pursuant to this announcement.
The RFP, 75N94026R00002, detailing the specifics of the project, as well as information pertinent to the development of an Offeror's proposal, will be available electronically within 15 calendar days of this notice and may be accessed through SAM.gov (point of federal distribution). No paper solicitation is available. Potential Offerors are responsible for downloading the solicitation and for routinely checking the SAM.gov for any solicitation amendments issued by the Government. Proposals will be due on or about July 20, 2026. It is anticipated that a single cost plus fixed-fee contract award will be made for a 12-month base contract with nine (9) option periods beginning on or about January 18, 2027.
This is a Research and Development contract requirement entitled, “Chemistry Support for the DTT”. This is NOT an NIH grant opportunity.
The National Institute of Environmental Health Sciences (NIEHS) seeks a contractor to address the present and anticipated future needs of NIEHS’s intramural Division of Translational Toxicology (DTT). The need is to continue to conduct research to discover how the environment influences the development and progression of human disease to promote healthier lives and to better understand how factors in the environment may impact human health. In addition, this requirement should produce information to predict adverse human health effects from chemical exposures.
DTT uses traditional and cutting-edge approaches to better understand how factors in the environment may impact human health. Such approaches include the conduct of toxicology studies on chemical, physical and biological agents, as well as non-chemical stressors, using in vitro and in vivo models of health and disease.
The contractor shall provide a broad range of chemistry R&D services in support of DTT and/or NTP research programs. Chemistry support is needed for a diverse range of test articles studied at DTT and/or NTP. The test articles can vary from a single chemical to a complex mixture with a wide variety of physical and chemical properties. The chemistry support required includes test article procurement and handling, comprehensive characterization of test articles, formulation of test article in a suitable vehicle to be administered in test models and determining concentration, analysis of biological matrices for concentration of test articles and metabolites, omics analyses of biological and environmental matrices, in vitro assays, absorption, distribution, metabolism, and excretion/toxicokinetic (ADME/TK) studies, In Vitro studies, and medium to high throughput chemistry support for in vitro toxicity screening are required for the successful execution of these studies.
All qualified organizations are encouraged to respond with a contract proposal.
