Solicitation Summary
The City of Bowie requests bids
from qualified and experienced contractors for Phase 2 of upgrades to the sludge pumping station (RAS/WAS) located at the City Wastewater Treatment Plant, 16550 Annapolis Road, Bowie, Maryland.
The work shall be consistent with the Scope of Work contained in this Invitation for Bids (IFB). By submission of a bid, the bidder represents that it is able to comply with all requirements contained in the IFB.
A pre-bid meeting is scheduled on Monday, August 17, 2026, at 9am, in the Public Works Administration building conference room, located at 16500 Annapolis Road (Public Works Road), Bowie, Maryland. Due to the parameters within the Bid Locker platform, bids from prospective contractors shall only be accepted through the email account of the individual who registered for the mandatory pre-bid meeting. No other emails are permitted by the Bid Locker platform to submit a bid for this solicitation.
All questions or requests for clarifications regarding this Invitation for Bids are required to be submitted through the Bid Locker platform at

, prior to 11am on Monday, August 24, 2026. Written responses to all questions and/or requests for clarifications will be issued as an addendum to the solicitation no later than Friday, September 4, 2026, to all those who
have registered with Bid Locker and downloaded the specifications and bid documents.
Bids are required to be submitted electronically to the City through the Bid Locker platform at

, prior to 1pm on Monday, September 14, 2026. Any interested party may register with Bid Locker at

at no cost and access the solicitation documents.
Bids will be publicly opened and read aloud via a virtual meeting.
A link to join the meeting will be emailed to all parties who have registered with Bid Locker regarding this IFB. All blanks on each form provided by the City in connection with this IFB must be filled in, and no change shall be made to any part of the text of the form.
Prospective bidders that obtain this document from any source other than Bid Locker, should immediately register with Bid Locker to ensure receipt of addenda and other communications regarding this solicitation.
