Description
This pre-solicitation notice is for the anticipated Firm Fixed Price (FFP) Performance Based Logistics contract to support the items identified within this announcement. The expected period of performance for this PBL contract will be for a total of 5 years and will provide supply support to the US Navy MH-60R (Romeo) and MH-60S (Sierra) aircrafts and also include supply support for the United States Coast Guard (USCG) and Navy Foreign Military Sales customers.
The awardee shall be required through repair/overhaul/replacement actions and decisions, reliability oversight, inventory and obsolescence management meet Supply Response Time (SRT) metrics for the items found in Attachment A. The awardee shall also be required to partner with multiple organic depots via Commercial Services Agreements and/ Work for Private Party Agreement (WPPA) while assuming ownership of the repair management effort.
Prospective offerors must submit a source approval request to NAVSUP WSS to become an approved Navy source of supply. Neither drawings nor repair specifications are available.
This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulation (FAR). In support of NAICS codes 336413, 334412, 334419, 334111, 334290, 334511, 335999, 335312, 335311 and 334614. One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The Government intends to negotiate a contract for this effort with Lockheed Martin Rotary and Mission Systems (LM RMS), located in Owego, New York, Cage Code 03640. The government does not possess the data necessary to perform the required repairs or manufacture of the items.
There is no small business set aside assigned to this requirement.
These items require Government Source Approval prior to award. If you are not an approved source, you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Information Brochure for Repairs and/or Spares. These brochures identify the technical data required to be submitted based on your company’s experience in repair of the same or similar items or the manufacture of the same or similar items.
These brochures can be obtained at: https://www.navsup.navy.mil/NAVSUP-Enterprise/NAVSUP-Weapon-Systems-Support/Business-Opps/. Offers received which fail to provide all data required by the source approval brochure will not be considered for award under this solicitation.
Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of this requirement may be continued based on Fleet support needs.
