individual to provide Leadership Academy Content Adaptation and Refinement. Therefore, Education Service
Center, Region 20 (ESC-20) is requesting information on LEADERSHIP ACADEMY CONTENT ADAPTATION
AND REFINEMENT -- #RFQ-2623005, as per the attached specifications, terms and conditions. Responses will
be accepted by ESC, Region 20 until 2:00 p.m. local time, September 21, 2026.

Responses must be submitted on the forms provided or response may be rejected. Only responses received by the
date and time specified will be considered. PRICE, QUALITY, AND SUITABILITY: It is not the policy of
Education Service Center, Region 20 to purchase services on the basis of low price alone; quality and suitability to
purpose are also taken into consideration. When providing cost data, please quote lowest possible net price after all
trade discounts have been deducted. Term discount, if any, must be indicated on Deviation Statement & Signature
Page and will be considered.
Vendors who do not respond are requested to submit a "no response on proposal request" to Education Service
Center, Region 20, Purchasing Department, in writing if they wish to receive future requests. Failure to do so may
result in their being deleted from our vendor list. Proposals marked "subject to price change" or "price in effect on
date of delivery" will not be considered.
The ESC-20 Board of Directors may approve awarding of this proposal at an upcoming meeting.

1.0 SCOPE OF SERVICES
Background
Education Service Center, Region 20 (ESC-20) is one of 20 regional education service agencies within Texas
that provides an array of programs and services to school districts in an effort to assist districts in improving
student performance and increasing the efficiency and effectiveness of school operations. ESC-20 is located in
Bexar County and serves the South-Central region of the state.
Scope of Services
Education Service Center, Region 20, (ESC-20) in partnership with the Texas Education Agency, seeks
Request for Qualifications (RFQ) for potential organizations and their proposed staff. The purpose of this
engagement is to secure an experienced vendor(s) to manage and execute Leadership Academy session
facilitation and associated planning and preparation with guest speakers and participants; coordinate content
development and facilitation alignment prior, during, and after each session to ensure continuous
improvement of programming; develop turnkey Trainer-of-Trainer materials; and recruit, prepare, coach,
evaluate, and continuously develop a high-quality facilitator cadre. The selected vendor(s) shall provide
comprehensive project management, facilitation, content-to-delivery alignment, Trainer-of-Trainer
development, and facilitator workforce development services. Work shall be completed in close coordination
with the program team and other designated content developers, subject matter experts, and Leadership
Academy stakeholders.
The budget for this project is not to exceed $250,000 for the duration of the contract, to be paid over time, upon
completion of key milestones and deliverables, with the option to end or extend contract term(s) based on
continued availability of funds and/or vendor performance/quality. Funding may vary in renewal years.
Background and Leadership Academy Program Context: The transition into a superintendent role is a
pivotal step in an educational leader’s career and requires a broad, integrated skill set. Effective
superintendents must be able to assess their systems in the present while planning for the future; build
commitment to a compelling vision for change; attract, develop, and retain talent; manage performance
toward measurable outcomes; understand deeply how students learn and grow; and build the capacity of
staff to deliver an excellent student experience.
The Leadership Academy is designed to prepare aspiring superintendents, new superintendents, and
superintendent coaches/mentors to meet these demands. The Leadership Academy will provide a
coherent, practice-based learning experience grounded in research-informed practices for successful and
effective superintendents. The curriculum will strengthen the leadership capabilities most directly
connected to creating the conditions for stronger student outcomes.
The purpose of this engagement is for the vendor(s) to refine, streamline, and adapt the existing
Leadership Academy curriculum, learning experiences, facilitator resources, and participant materials
based on lessons learned from Year 1 implementation. The selected vendor(s) will support continuous
improvement of Academy content through the incorporation of extensive pilot cohort feedback,
facilitator and presenter feedback, participant performance data, and implementation observations.
The engagement is focused on preparing Leadership Academy content for more efficient delivery while
maintaining the integrity of key learning outcomes, core concepts, and leadership development
objectives. Work will include redesigning content for shorter and adjusted delivery formats, embedding
Year 1 guest speaker and practitioner insights directly into Academy materials, strengthening facilitator
supports, and differentiating learning experiences to better meet the needs of participants with varying
levels of leadership experience and content knowledge.

Key aspects of the work include:
Task 1 – TRAINER OF TRAINER (TOT) PLANNING & MATERIALS DEVELOPMENT (not to exceed
$750,000):
Year 1 Content Review and Continuous Improvement Analysis: The vendor(s) shall conduct a comprehensive review of
Leadership Academy Year 1 materials and implementation findings, including -
Reviewing participant, facilitator, presenter, coach, and stakeholder feedback collected throughout Year 1
implementation.
Analyzing session pacing, participant engagement, cognitive load, and learning outcomes.
Identifying content redundancies, opportunities for consolidation, and areas requiring clarification or
enhancement.
Documenting recurring implementation strengths, challenges, and recommendations for improvement.
Developing a continuous improvement plan that prioritizes revisions based on the breadth and consistency of
pilot cohort feedback and implementation evidence.
Creating a structured revision log documenting all recommended and approved content updates.
Content Compression and Delivery Optimization: The vendor(s) shall revise existing Leadership Academy content to
support delivery within shorter timeframes while preserving intended learning outcomes and core concepts, including -
Streamlining content sequences and learning experiences.
Consolidating overlapping concepts and activities.
Revising agendas and session pacing to maximize participant learning within reduced instructional time.
Identifying content that can be moved to pre-work, post-work, self-directed learning, or supplemental resources.
Revising case studies, discussion protocols, reflection activities, and application exercises to improve efficiency
and impact.
Updating facilitator guidance to support effective pacing and prioritization of key concepts.
Ensuring revised content maintains alignment to program objectives and intended participant outcomes.
Integration of Year 1 Guest Speaker and Practitioner Learning: The vendor(s) shall adapt existing Academy content to
incorporate lessons learned, exemplars, stories, and practical applications generated through Year 1 guest speakers,
panels, fireside chats, site visits, and practitioner presentations, including -
Embedding guest speaker insights directly into participant-facing materials.
Developing case studies and discussion protocols based on Year 1 practitioner examples.
Converting guest speaker presentations into reusable instructional assets and learning experiences.
Integrating practitioner examples that illustrate successful implementation of key concepts across district
contexts.
Creating facilitator guidance that helps connect practitioner experiences to Academy learning objectives.
Reducing reliance on future live guest presentations where appropriate by incorporating high-value content
directly into Academy materials.
Building reusable learning assets that support quicker dissemination and scalable delivery across future cohorts.
Differentiated Learning Design and Participant Experience Adaptation: The vendor(s) shall revise Academy materials to
better support participants with varying levels of leadership experience, system-level responsibility, and prior exposure to
key concepts, including:
Adapt and revise as needed all approved content, materials, and learning experiences for additional
designated audiences and delivery methods, including in-person, virtual, hybrid, synchronous,
asynchronous, facilitated, and self-directed formats, while preserving core learning objectives,
content fidelity, accessibility, and audience relevance.
Creating facilitator guidance for adapting instruction based on participant readiness and experience
levels.
Developing optional extension activities, advanced applications, and deeper learning opportunities
for experienced participants.
Creating scaffolded supports and foundational resources for participants with less prior exposure.
Revising discussion protocols to support mixed-experience learning environments.
Embedding participant choice and flexible application opportunities where appropriate.
Ensuring learning experiences remain rigorous and relevant across diverse participant
backgrounds.

Additional Vendor(s) Responsibilities and Working Expectations:
Participate in regular project management, content alignment, readiness, and debrief meetings with the program
team and other designated partners.
Provide a qualified project lead who serves as the primary point of accountability for schedule, staffing, quality,
issue resolution, and deliverable completion.
Receive, document, and act upon feedback from the program team and designated stakeholder groups;
clearly identify how feedback was addressed or why an alternative approach is recommended.
Meet all applicable accessibility, branding, confidentiality, records-management, and material-use requirements
communicated by the contracting entity.
Ensure that all facilitators and subcontractors are appropriately prepared, supervised, and held to the same
quality and conduct expectations as the prime vendor(s).
Notify the program team promptly of risks that may affect content quality, facilitator readiness, staffing
coverage, session delivery, or milestone completion, and provide a proposed mitigation plan.
Obtain approval before making material changes to approved curriculum, learning objectives, facilitation
protocols, participant materials, or readiness criteria.
Maintain complete and accurate documentation sufficient to support project oversight, deliverable acceptance,
invoicing, and continuous improvement.
Develop and implement a quality assurance process covering content readiness, facilitator readiness, delivery
fidelity, participant experience, and follow-through on identified improvements.
Use approved data sources, which may include facilitator observations, participant feedback, session artifacts,
implementation notes, and program-team input, to assess the effectiveness and consistency of delivery.
Provide regular status updates that identify completed work, upcoming milestones, risks, decisions needed, and
corrective actions.
Analyze implementation findings to identify recurring strengths, challenges, and opportunities across sessions
and facilitators without making unsupported claims beyond the available evidence.
Recommend and implement approved improvements to facilitation materials, Trainer-of-Trainer resources,
preparation routines, coaching supports, and quality-control processes.
Provide an end-of-engagement summary of work completed, materials produced, facilitator capacity developed,
key implementation findings, unresolved risks, and recommendations for the next phase of the Academy.

In addition to minimum vendor(s) qualifications that should include:
Demonstrated experience managing and facilitating multi-session leadership development programs for K-12
executive cabinet-level leaders, Texas superintendents, aspiring Texas superintendents, or comparable system-
level audiences.
Demonstrated expertise in adult learning, instructional design, curriculum implementation, and the development
of facilitator guides, participant materials, and turnkey resources.
Experience coordinating content developers, subject matter experts, program leaders, and facilitators to produce
aligned, implementation-ready learning experiences.
Experience recruiting, preparing, observing, coaching, calibrating, and developing facilitators against defined
competencies or performance criteria.
