individual to provide Leadership Academy Facilitation Training of Trainers (TOT). Therefore, Education Service
Center, Region 20 (ESC-20) is requesting information on Leadership Academy Facilitation Training of Trainers
(TOT) -- #RFQ-2623006, as per the attached specifications, terms and conditions. Responses will be accepted by

Responses must be submitted on the forms provided or response may be rejected. Only responses received by the
date and time specified will be considered. PRICE, QUALITY, AND SUITABILITY: It is not the policy of
Education Service Center, Region 20 to purchase services on the basis of low price alone; quality and suitability to
purpose are also taken into consideration. When providing cost data, please quote lowest possible net price after all
trade discounts have been deducted. Term discount, if any, must be indicated on Deviation Statement & Signature
Page and will be considered.
Vendors who do not respond are requested to submit a "no response on proposal request" to Education Service
Center, Region 20, Purchasing Department, in writing if they wish to receive future requests. Failure to do so may
result in their being deleted from our vendor list. Proposals marked "subject to price change" or "price in effect on
date of delivery" will not be considered.
The ESC-20 Board of Directors may approve awarding of this proposal at an upcoming meeting.

1.0 SCOPE OF SERVICES
Background
Education Service Center, Region 20 (ESC-20) is one of 20 regional education service agencies within Texas that
provides an array of programs and services to school districts in an effort to assist districts in improving student
performance and increasing the efficiency and effectiveness of school operations. ESC-20 is located in Bexar
County and serves the South-Central region of the state.
Scope of Services
Education Service Center, Region 20, (ESC-20) in partnership with the Texas Education Agency, seeks Request for
Qualifications (RFQ) for potential organizations and their proposed staff. The purpose of this engagement is to
secure an experienced vendor(s) to manage and execute Leadership Academy session facilitation and associated
planning and preparation with guest speakers and participants; coordinate content development and facilitation
alignment prior, during, and after each session to ensure continuous improvement of programming; develop turnkey
Trainer of Trainer materials; and recruit, prepare, coach, evaluate, and continuously develop a high-quality
facilitator cadre. The selected vendor(s) shall provide comprehensive project management, facilitation, content-to-
delivery alignment, Trainer of Trainer development, and facilitator workforce development services. Work shall be
completed in close coordination with the program team and other designated content developers, subject matter
experts, and Leadership Academy stakeholders.
The budget for this project is not to exceed $1,500,000 for the duration of the contract, to be paid over time, upon
completion of key milestones and deliverables, with the option to end or extend contract term(s) based on continued
availability of funds and/or vendor performance/quality. Funding may vary in renewal years.
Background and Leadership Academy Program Context: The transition into a superintendent role is a
pivotal step in an educational leader’s career and requires a broad, integrated skill set. Effective superintendents
must be able to assess their systems in the present while planning for the future; build commitment to a
compelling vision for change; attract, develop, and retain talent; manage performance toward measurable
outcomes; understand deeply how students learn and grow; and build the capacity of staff to deliver an excellent
student experience.
The Leadership Academy is designed to prepare aspiring superintendents, new superintendents, and
superintendent coaches/mentors to meet these demands. The Leadership Academy will provide a coherent,
practice-based learning experience grounded in research-informed practices for successful and effective
superintendents. The curriculum will strengthen the leadership capabilities most directly connected to
creating the conditions for stronger student outcomes.
The selected vendor(s) will serve as an implementation and capacity-building partner. The vendor(s) will ensure
that Academy content is translated into consistent, engaging, and high-quality learning experiences; that
facilitators are prepared to deliver the curriculum with fidelity and responsiveness; and that feedback from
delivery is used to improve content, facilitation supports, and the facilitator development model over time.
Key aspects of the work include:
Task 1 – (TOT) PLANNING & MATERIALS DEVELOPMENT ($250,000)
Facilitation Strategy, Planning, and Project Management
Develop and maintain an integrated facilitation work plan that identifies key activities, dependencies,
decision points, owners, and deliverables across all Academy sessions.
Coordinate the master facilitation calendar, staffing plan, facilitator assignments, preparation milestones,
rehearsal schedules, and session-specific readiness checks.
Establish project management routines for monitoring progress, surfacing risks, resolving issues,
documenting decisions, and ensuring that facilitation deliverables are completed on time and to the required
standard.

Coordinate logistical and instructional readiness with the program team, including room configuration,
technology needs, materials, participant grouping, accessibility considerations, and contingency planning
for in-person or virtual delivery.
Maintain organized, current, and version-controlled facilitation files, including session plans, facilitator
assignments, agendas, preparation materials, observation notes, and approved revisions.
Content Development and Facilitation Alignment
Partner with content developers and subject matter experts to translate the Academy curriculum into
facilitation-ready learning experiences aligned to intended outcomes, adult learning principles, and the
needs of aspiring and practicing system leaders.
Conduct structured reviews of draft and revised session content to assess clarity, sequencing, timing,
participant cognitive load, opportunities for application, facilitator usability, and alignment across
presentations, guides, activities, case studies, tools, and participant materials.
Create and maintain a content-to-facilitation crosswalk that identifies each session’s learning objectives,
key messages, participant experiences, facilitation moves, evidence of learning, required materials, and
known dependencies.
Facilitate alignment meetings among content developers, program staff, and facilitators to resolve
inconsistencies, clarify intent, identify content gaps, and confirm how each learning experience should be
delivered.
Test session flow through walkthroughs, table reads, rehearsals, or pilot delivery and document
recommended adjustments before broader implementation.
Capture delivery-based feedback and convert it into actionable recommendations for content revision,
facilitator guidance, future session planning, and continuous improvement.
System and Turnkey Materials
Design a coherent Trainer of Trainer model that prepares future facilitators to understand the Academy’s
purpose, content architecture, instructional approach, facilitation expectations, and quality standards.
Develop complete turnkey Trainer of Trainer materials that can be used consistently to onboard, prepare,
calibrate, and refresh facilitators.
Create session-specific facilitator guides with objectives, agendas, timing, preparation requirements, key
messages, facilitation notes, discussion prompts, anticipated participant responses, differentiation guidance,
transitions, debrief questions, and troubleshooting considerations.
Develop trainer presentations, practice protocols, rehearsal tools, observation forms, feedback templates,
facilitator self-reflection tools, readiness criteria, and supporting participant resources.
Include explicit guidance for adapting delivery across audience experience levels and delivery settings
while maintaining fidelity to required content and outcomes.
Maintain a documented revision process so Trainer of Trainer and facilitation materials remain aligned
with approved curriculum changes and lessons learned from implementation.
Task 2 – Trainer of Trainer (TOT) EXECUTION & TRAINER COACHING ($500,000):
Leadership Academy Session Facilitation and Delivery
Provide qualified lead and supporting facilitators to deliver Leadership Academy sessions in accordance
with the approved curriculum, facilitation guides, program expectations, and established quality standards.
Prepare facilitators before each session through content briefings, calibration meetings, role clarification,
practice opportunities, and review of participant context and session-specific risks.
Execute participant-centered learning that balances direct instruction, reflection, discussion, application,
practice, feedback, and planning for transfer to district leadership contexts.
Manage facilitation in real time, including pacing, transitions, participant engagement, differentiation,
questions, group dynamics, and adjustments that preserve the intent and integrity of the content.
Coordinate debriefs immediately following delivery to identify strengths, implementation challenges,
participant needs, content issues, and recommended changes.
Provide concise post-session documentation summarizing delivery status, notable implementation findings,
facilitator reflections, and recommended follow-up actions.

Facilitator Recruitment, Training, Coaching, and Development
Work with the program team to define facilitator competencies, selection criteria, role
expectations, required experience, availability expectations, and evidence of readiness.
Support identification and screening of prospective facilitators through review of qualifications, structured
interviews, facilitation demonstrations, or other approved selection activities.
Deliver initial facilitator training that builds content knowledge, adult learning expertise, facilitation skill,
understanding of superintendent leadership practice, and readiness to use Academy materials effectively.
Provide structured practice, rehearsal, and feedback cycles before facilitators lead or co-facilitate Academy
sessions.
Implement a staged development pathway, as appropriate, that may include observation, co-facilitation,
supported lead facilitation, independent facilitation, and advanced or mentor-facilitator responsibilities.
Observe facilitator performance using an approved rubric or protocol and provide timely, specific,
evidence-based coaching focused on actionable next steps.
Conduct calibration and continuous learning sessions to strengthen consistency across the facilitator cadre
and address common areas of need.
Maintain facilitator development records, including training completed, practice evidence, observation
feedback, coaching priorities, readiness determinations, and recommended assignments.
Create recommendations for sustaining and expanding the facilitator pipeline, including onboarding,
succession, refresher training, and ongoing professional learning.
Additional Vendor(s) Responsibilities and Working Expectations:
Participate in regular project management, content alignment, readiness, and debrief meetings with the
program team and other designated partners.
Provide a qualified project lead who serves as the primary point of accountability for schedule, staffing,
quality, issue resolution, and deliverable completion.
Receive, document, and act upon feedback from the program team and designated stakeholder groups;
clearly identify how feedback was addressed or why an alternative approach is recommended.
Meet all applicable accessibility, branding, confidentiality, records-management, and material-use
requirements communicated by the contracting entity.
Ensure that all facilitators and subcontractors are appropriately prepared, supervised, and held to the same
quality and conduct expectations as the prime vendor(s).
Notify the program team promptly of risks that may affect content quality, facilitator readiness, staffing
coverage, session delivery, or milestone completion, and provide a proposed mitigation plan.
Obtain approval before making material changes to approved curriculum, learning objectives, facilitation
protocols, participant materials, or readiness criteria.
Maintain complete and accurate documentation sufficient to support project oversight, deliverable
acceptance, invoicing, and continuous improvement.
Develop and implement a quality assurance process covering content readiness, facilitator readiness,
delivery fidelity, participant experience, and follow-through on identified improvements.
Use approved data sources, which may include facilitator observations, participant feedback, session
artifacts, implementation notes, and program-team input, to assess the effectiveness and consistency of
delivery.
Provide regular status updates that identify completed work, upcoming milestones, risks, decisions needed,
and corrective actions.
Analyze implementation findings to identify recurring strengths, challenges, and opportunities across
sessions and facilitators without making unsupported claims beyond the available evidence.
Recommend and implement approved improvements to facilitation materials, Trainer of Trainer resources,
preparation routines, coaching supports, and quality-control processes.
Provide an end-of-engagement summary of work completed, materials produced, facilitator capacity
developed, key implementation findings, unresolved risks, and recommendations for the next phase of the
Academy.
