APPLICATION NUMBER AND NAME: PLN-2025-85 Westlake Ave SW Street End Shoreline Variance and PLN-2025-86 Shoreline Substantial Development Permit (SSDP).

PROJECT DESCRIPTION: The applicant is proposing to develop a 0.2 acre Westlake Ave street end into a public shoreline access park with parking (including one ADA stall), a paved accessible path to the water, picnic and seating areas, and a boulder retaining wall near the shoreline. It also includes shoreline improvements and removal of an encroaching fence footing extending about 8 feet into the right-of-way (ROW). The project site is located on an unopened public street end between 27 Westlake Avenue Southwest (APN: 9460000174) and 30 Westlake Avenue Southwest (APN: 9460000150). No new buildings will be constructed on the site.
This Notice of Application is for both PLN-2025-85 Shoreline Variance and PLN-2025-86 SSDP as required per LMC 18A.20.310.

PUBLIC COMMENT PERIOD: January 14, 2026 – February 12, 2026
All persons may provide written comments about the proposal to the City of Lakewood Planning and Public Works Department at 6000 Main Street SW, Lakewood, WA. 98499. Please include the permit number in your comments. Comments must be received by 5:00 PM on February 12, 2026.Any person wishing to become a party of record or desire a copy of the determination should include the request with their comments. A party of record may appeal the project determination to the City of Lakewood Hearing Examiner by filing a complete appeal application in accordance with Lakewood Municipal Code (LMC) 1.36.
Pursuant to Lakewood Municipal Code Title 18A, Shoreline Variances are a Type III permit which requires a public hearing before the Hearing Examiner. A Shoreline Substantial Development Permit is a Type II decision per LMC 18.20.080 which is an administrative decision by the City of Lakewood.
SEPA review will be integrated as part of the Shoreline permits noted above and a separate threshold determination and comment period will be published at a later date.
