Description:

Upstate Medical University (“Upstate”) intends to make an award under our discretionary authority, which is up to $125,000.00, for marketing and digital management services for a one (1) year campaign period, as set forth in further detail below, pursuant to New York State (“NYS”) Education Law §355(5)(a) which authorizes purchases without a formal competitive process in certain circumstances, including purchases from NYS small businesses, from business certified pursuant to Article 15-A of the NYS Executive Law, and if applicable, from businesses selling commodities or technology that are recycled or remanufactured. If you are interested in providing a proposal for the above commodity or service, you must contact the appropriately designated Campus contact in this advertisement within fifteen (15) business days of this Advertised Notice. A sealed bid will not be held.

Bidder Requirements & Scope of Services:

  1. Bidder must be eligible to conduct business in the State of New York.
  2. Bidder must provide have at least five (5) years of experience utilizing digital and social media platforms within its marketing campaigns.
  3. Bidder must have at least one (1) year (meaning no less than 12 months) of prior, experience coordinating a successful marketing campaign for a Cord Blood facility located in the United States and provide evidence of such.
  4. Bidder shall provide a narrative outlining how it is well positioned to target the following audience for the purposes of Upstate's Cord Blood Bank ("UCBB"): Women, 18-45 years old, whose interests target: (i) family planning; (ii) pregnancy; and (iii) pre-natal care.
  5. Bidder shall provide a narrative -- with supporting documentation -- outlining how it has successfully utilized the following digital platforms in prior marketing campaigns: (i) email; (ii) streaming television; (iii) YouTube; and (iv) social media.
  6. The Bidder shall provide a media plan proposal using the not-to-exceed value noted above. For each type of digital media proposed, Bidder's proposal must address:
  • The platform name and its intended goals.
  • The timeline (start/end dates) for each platform to be utilized.
  • The type of media to be delivered over the platform (e.g., a commercial spot for streaming TV, etc.)
  • The committed volume of targets for each platform proposed.
  • A monthly budget per platform, including Bidder's commitment to guaranteed impressions ensuring a successful campaign.

This procurement is subject to NYS Finance Law (“SFL”) §§139 –j & –k, also known as the Lobbying Law, therefore, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed below. Contacting any other individuals at Upstate in connection with this advertisement may constitute a violation of SFL. Failure to comply with this requirement can range from no contract award to debarment from sales to any NYS agency. The successful contractor will be required to submit applicable documents related to Vendor Responsibility, NYS SFL §§139 –j & –k and NYS Tax Law Section 5-a. The successful contractor will be required to submit valid and current NYS Workers’ Compensation and Disability forms.
