Sealed Bids (Proposals) will be received by Purchasing Department located at 11250 North 56th Street,
Temple Terrace, FL 33617 or via email at purchasing@templeterrace.gov for the furnishing of all labor,
materials, equipment and services for:
Storm Debris Collection and Disposal
for the City of Temple Terrace, Florida until 11:00 a.m. EDT on April 24, 2026. Any bid (proposal)
received after time and date specified will not be considered.
The bids will be publicly opened virtually via Microsoft Team meeting at 3:00 p.m. EDT on
April 24, 2026.

The City of Temple Terrace (“City”) is soliciting proposals from qualified Vendors to provide storm
debris collection, hauling, reduction, and lawful disposal services. This contract will ensure timely,
efficient, and compliant removal of storm-generated debris following hurricanes, tropical storms,
tornados, or other declared emergencies within City limits. This contract is a three (3) year
continuing contract with the option of up to two (2) additional one (1) year extensions.
The City of Temple Terrace issues its solicitations electronically through its contracted vendor,
Onvia DemandStar as well as the City’s website. All addenda to such solicitations will be issued
through both Onvia DemandStar and the City’s website. However, if you have obtained this
solicitation from a source other than Onvia DemandStar, such as the City’s website which does
not track downloads, you will not be listed on the plan holders list and may not receive notification
of any addenda issued. Failure to receive any issued addenda shall not relieve the bidder/proposer
from any obligation(s) contained in the addenda. To access City of Temple Terrace solicitations

II. DEFINITIONS
The terms used in this RFP, unless the context clearly requires a different construction and
interpretation, have the following meanings:
a. City: The City of Temple of Terrace in Hillsborough County, Florida.
b. Contract: The written Contract between the City and the successful Vendor, that results
from this RFP to include its attachments, modifications/amendments, addenda and/or
renewals.
c. Contractor: The organization or individual providing services to the City, in accordance
with the terms of any Contract which may result from this RFP.
d. Day: A calendar day, unless otherwise noted.
e. Proposal: A Vendor’s response to this Request for Proposal.
f. Responsible Vendor: A Vendor who has the capability in all respects to fully perform
the Contract requirements and the integrity and reliability that will assure good faith
performance.
g. Responsive Proposal: A Proposal submitted by a Responsible Vendor, which conforms
to all material aspects of this RFP.
h. State: State of Florida.
i. Vendor: A legally qualified corporation, partnership, or other business entity submitting
a Proposal to the City in response to this RFP.
III. SCOPE OF SERVICES
1. Purpose
The City of Temple Terrace (“City”) is soliciting proposals from qualified Vendors to provide
storm debris collection, hauling, reduction, and lawful disposal services. This contract will
ensure timely, efficient, and compliant removal of storm-generated debris following
hurricanes, tropical storms, tornados, or other declared emergencies within City limits.
2. Background
The City of Temple Terrace, located in Hillsborough County, Florida, is vulnerable to seasonal
storms and extreme weather events that produce large volumes of vegetative debris,
construction and demolition debris, white goods, and other storm-related waste. The City
seeks pre-qualified Vendors support to assist City staff in clearing roadways, rights-of-way,
and public property to ensure public safety and compliance with FEMA and State guidelines.
3. Scope of Services
The Contractor shall provide, at minimum, the following services:
A. Debris Removal and Collection
a. Perform curbside collection of storm-related debris from public rights-of-
way and designated areas within the City.
b. Separate and collect debris into categories, including but not limited to:
i. Vegetative debris (tree limbs, branches, stumps, etc.),
ii. Construction and Demolition (C&D) debris,
