CALL FOR BIDS
Notice is hereby given that sealed bids will be received by the City of Redmond, Washington, no
later than 11:00 a.m. on Thursday, January 29, 2026, for the construction of Wastewater Lift
Station Equipment Upgrades Phase 2, Project No. 2408. The Subcontractor List must be
submitted with the bid package within the deadline listed above. The bids will immediately
thereafter be opened and publicly read. Bid Proposals received after the deadline will not be
considered.
All bids shall be submitted following the instructions outlined in Section 1-02.9. The bid opening
will be held via Microsoft Teams Live Event about 11:30 a.m. to allow time to download the bids.
Prior to the bid opening, the link to the webcast will be provided on BXWA and the City’s
website at redmond.gov/bids (in the bid item for this project).
The Work to be performed shall include: Replacement of equipment at four (4) existing
wastewater lift stations, referred to as Wastewater Lift Stations 17, 51, 52, and 53. This includes
but is not limited to: Removal and replacement of pumping equipment, piping, valves, and
appurtenances within existing dry wells/lift stations; installation and operation of temporary
bypass pumping; removal of existing seal water systems; removal and replacement of the
WWLS 51 above ground fuel storage tank; and modifications to the electrical and control
systems related to the equipment replacement. Engineer’s Estimate for this work is $2,500,000
to $3,000,000. All physical work shall be completed in the time specified in Section 1-08.5.
A mandatory pre-bid conference will be held at Redmond City Hall at 12:00 p.m. (noon) on
Wednesday, January 21, 2026. All potential bidders are must attend. The pre-bid conference
will be followed by an opportunity for a brief site visit at each facility associated with the project.
Any changes to the Bid Documents made as a result of this pre-bid conference will be issued as
Addenda and made available to all Bidders.
This project has a mandatory apprentice utilization requirement of 15% in accordance with RCW
39.04.320 and Redmond Municipal Code 15.28. All contractors must meet the requirements as
stated in Section 1-07.9(3) of these special provisions. A monetary incentive will be paid to the
contractor meeting the apprentice utilization requirement. A monetary penalty will be applied to
the contractor failing to meet the utilization requirement and failing to demonstrate a Good Faith
Effort. The incentive and penalty amounts are stated in Section 1-07.9(3). Bidders may contact
the Department of Labor & Industries, Apprenticeship Section, to obtain information on available
apprenticeship programs.
Plans, Contract Provisions, addenda, pertinent supplementary information, and plan holders list
for this project are available on-line through Builders Exchange of Washington at
http://www.bxwa.com. Click on: “Posted Projects”; “Public Works”, “City of Redmond”. Bidders
are encouraged to “Register as a Bidder”, in order to receive automatic email notification of
future addenda and to be placed on the “Bidders List”. Bidders that do not register will not be
notified of addenda or other documents added. Contact Builders Exchange of Washington at

All bid proposals shall be accompanied by a bid deposit in the form of a certified or cashier’s
check or surety bid bond made payable to the City of Redmond, for a sum not less than five
percent (5%) of the total amount of such bid including sales tax, and all listed additives and
alternates.
The City of Redmond, in accordance with Title VI of the Civil Rights Act of 1964, hereby notifies
all bidders that it will affirmatively ensure that in any contract entered into pursuant to this
advertisement, disadvantaged business enterprises as defined at 49 Code of Federal
Regulations Part 26 will be afforded full opportunity to submit bids in response to this invitation

and will not be discriminated against on the grounds of race, color, national origin, or gender in
consideration for an award.
Small, minority and women-owned businesses are encouraged to participate in the bidding as
prime contractors, subcontractors, or suppliers.
The City reserves the right to reject any and all bids and to waive any informalities or
irregularities in the bid or in the bidding process, and make the award as deemed to be in the
best interest of the City.
