INVITATION TO BID
Separate sealed (hard copy) bids for Ben Geren Tennis Courts, HW Project No. 2025013 will be received by Sebastian County, Arkansas (Owner) at the Sebastian County Judge’s office located at 35 South 6th Street, Room 106, Fort Smith, Arkansas until 10:00 A.M. (local time), on Tuesday, April 14th, 2026, at which time and location bids will be opened publicly and read aloud. Bids shall be addressed “Sebastian County, Arkansas, 35 South 6th Street, Room 106, Fort Smith, Arkansas 72901”, and shall be labeled “Bid for Ben Geren Tennis Courts Project (HWEI Project No.: 2025013)”. Bidders shall include their Arkansas license number on the outside of their sealed bids. Any bid received after the scheduled opening time will be returned unopened.
This project includes the construction of twelve (12) tennis courts within the Ben Geren Regional Park and the associated grading and drainage improvements, as specified in these Specifications and shown on the Construction Plans.

Copies may be obtained online from QuestCDN upon a non-refundable payment of $22.00 for each set. Bidders are responsible for reproduction costs, and Bids will not be accepted from any Prospective Bidder who has not purchased contract documents through QuestCDN.
All Bidder questions must be submitted through the QuestCDN project portal page.
Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. Information regarding the number of Addenda that have been duly issued can be obtained from QuestCDN.
Each Bidder must deposit with their Bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders.
All Bidders must be licensed in conformance with the Arkansas State Licensing Law for Commercial Contractors as defined in Arkansas Code 17-25-101 and related statutes.
The Owner reserves the right to waive any informalities and reject any and all Bids. Bids shall remain firm for a period not to exceed 60 days from the Bid opening date.
This publication was paid for by Sebastian County, Arkansas, and the cost of the publication is $389.36 per Arkansas Code 14-14-116 and related statutes.
The Owner encourages participation of small, minority, and woman owned business enterprises in the procurement of goods, services, and construction, as either a general contractor or subcontractor.
