STATEMENT OF PURPOSE
The City of Port Angeles (City) is seeking a qualified consulting firm to provide engineering design and
construction support services for a transmission main replacement between the Port Angeles Water
Treatment Plant (PAWTP) and “D” Street.
The ideal engineering consultant for this project has experience designing water utility projects, an
understanding of the City’s water infrastructure, and is well versed with WSDOT construction
specifications.
The primary component of this work is the development of design plans, specifications, and cost estimates
(PS&E) for replacement of approximately 14,500 linear feet of 24-inch diameter ductile iron water main.
Prior to initiating design, the Consultant will also develop a plan and lead a field investigation of soil
conditions, assess the existing transmissions mains condition along the alignment, and evaluate a possible
reduction in project scope. If additional engineering, construction management, analysis, and/or
studies arise, the Consultant and the City will negotiate a scope of work, fee, and formalize it in a
Consultant Directed Service work order.
Proposals shall be submitted by firms that are capable and experienced in the type of work described in
this Request for Qualification (RFQ). In addition, all interested firms shall have readily available resources
in the form of trained personnel, support services, specialized consultants and financial resources to carry
out the work without delay or shortcomings. Interested consulting firms are encouraged to submit concise
and clear responses to the Request for Qualifications. Responses of excessive length or complexity are
discouraged. Statements of Qualifications shall be limited to ten (10), single sided, 8 1/2 x 11 Inch pages,
including cover letter.
BACKGROUND INFORMATION
In 1977, the City of Port Angeles constructed the Ranney Well Collector System on the Elwha River,
replacing Morse Creek water diversion structure as the City’s primary water supply. A 24-inch ductile iron
transmission main was installed, providing the sole means of conveying water from the Elwha River to the
City’s reservoirs.
In 2010, the Port Angeles Water Treatment Plant (PAWTP) was placed into service and now intercepts the
original Ranney Well transmission main along the Milwaukee Drive right-of-way. From the PAWTP, water
is conveyed eastward through the 24-inch transmission main to “D” Street, where it connects to a newer
C900 PVC transmission main.
The PAWTP operates on average, 9-10 hours a day. Hours of operation are shorter in the winter and longer
in the summer. The PAWTP fills the City reservoirs and then goes offline. The transmission main from the
PAWTP to “D” street remains energized through the medium pressure zone interconnection during non-
operational hours.
The 45-year-old ductile iron main has experienced two exterior corrosion failures in the last decade. Both
failures exhibited an exterior corrosion depth that penetrated down to the inner wall of the pipe.
Additionally, the exterior corrosion made it difficult to repair as the repair crews had a hard time finding
a location on the pipe where a dresser coupling seal would work. Soil corrosivity was identified as a hazard
during the mains construction, and portions of the main are polyethylene-wrapped. Inspection of the pipe
during the repair identified extensive exterior corrosion, damaged polyethylene-wrapping, and poor pipe
bedding which appeared to be native backfill with large rocks. Poor installation practices, corrosion and
age-related degradation have compromised the long-term reliability of the pipeline.
The goal of this project is the design of a cost-effective replacement of the transmission main from the
PAWTP to “D” Street, where the transmission main connects to a newer C900 PVC pipe. The pipeline must
remain in service during construction; therefore, a parallel pipeline alignment is anticipated to be the
most practical. Additionally, the transmission main includes multiple tie-ins to the City’s Medium Pressure
zone, which must be reestablished.
SCOPE OF WORK
The City of Port Angeles (City) is seeking qualified firms to perform predesign field investigations,
propose alignment options, design, and provide bidding and construction support for the replacement
of approximately 14,500 linear feet of 24-inch diameter ductile iron water main.
Under the general direction of the City Engineer or designee, qualified firm(s) may be responsible for,
but not limited to, the following tasks:
Hydraulic modeling to evaluate potential system improvement options (Consultant may be
directed to work in consort with the City’s existing Water Modeling Support Consultant)
The Consultant will perform predesign field investigations to assess existing pipe condition,
quality of past installation practices, and corrosion extent. The goal of the pre-design field
investigation will be to refine the limits of the pipe replacement project, determine if portions of
the main have not deteriorated in the same manner as others, and evaluate if the project can be
split into phases.
Develop an alignment in collaboration with City Public Works and Engineering Staff
Provide a geotechnical/soil investigation for the selected alignment. It is understood that
portions of the existing alignment encountered bedrock; the investigation should identify similar
conditions and associated constructability considerations.
Define limits of City led Topographical / ROW / Utility survey
Provide constructability and cost analysis for three material types; HDPE, Ductile Iron, C900 PVC.
30% Design - conceptual design, and cost estimate
90% Design - Package, Plans, Specifications, and Estimates
Final Bid Package, 100% Construction Plans, Specifications, Engineer’s Estimate
Bidding Support, Construction Engineering, and Project Management support

REQUEST FOR QUALIFICATIONS CONTENT
Submittals must clearly demonstrate an understanding of the City’s objectives. The cost of developing the
scope of services for a particular project shall be included in the consultants’ cost of doing business and
the City is not responsible for any costs associated with preparing it. The proposal shall be limited to 10
pages (single-sided), although resumes may be attached in an appendix not included in the page limit. The
proposal should not include unnecessary promotional material, and shall be brief, precise, and organized
as follows:

hydraulic modeling, field investigations, installation of utilities in utilities-burdened rights-of-way,
in addition to those specific the tasks listed in the Scope of Work above.
o Include relevant background information on the projects (timeframe, major milestones, cost,
firm’s role and relevant staff)
o Maximum of 5 project examples
3. Project Approach
Please describe:
The approach your team would take to meet the City’s stated objectives. A short narrative of your
firm’s specialized approach for the City of Port Angeles project with respect to water main design,
including proposed schedule, project milestones, and the results expected at the conclusion of the
project.
