Request for Qualifications For Energy Performance Contracting Services

Project Description: The SRBC invites interested qualified energy services companies (ESCOs) to submit qualifications, in accordance with this Request for Qualifications (RFQ), pertaining to an energy savings and facilities improvement program to perform a guaranteed energy savings project. SRBC is evaluating long-term improvements to its headquarters campus to reduce utility costs, modernize building systems, improve operational efficiency, reduce deferred maintenance, and evaluate the feasibility of incorporating renewable energy technologies, including solar generation, into its facilities. The proposal is designed to identify a qualified company to implement capital improvements to reduce energy and operational costs in facilities and infrastructure such that the SRBC can reduce annual utility and operating costs while modernizing critical building systems. The project scope shall conform to the Guaranteed Energy Savings Act, Act 57 of 1998, 62 Pa. C.S. §3751-3757 (“GESA”) as amended under Act 77 of 2004 and Act 39 of 2010 and Act 163 of 2016. Proposals must adhere to the format and content of this RFQ. Proposals will not be evaluated unless all parts requested are submitted in a complete package. The information set forth is the minimum required in order to qualify for consideration. The successful Offeror shall enter a contract with the SRBC.
