Advertisement for Bids
Sealed bids will be received at the Marion County Commissioner's Office, 222 West Center
Street, Marion, Ohio 43302, until 9:30 a.m. on April 23rd, 2026, at which time they will be
publicly opened and read aloud, for the project known as MAR-C30G-5.19, Osbun Road over
Carroll Ditch.
The proposals must be made on the forms provided in the Contract Documents and shall contain
the full name and address of the bidder. All bids shall be sealed and plainly marked "SEALED
BID FOR MAR-C30G-5.19 Bridge Replacement". Bids shall be accompanied by a Bid Security
in the form of a bid bond in the amount of one hundred percent (100%) of the bid or a certified
check in the amount of ten percent (10%) of the bid. In addition to the Bid Security, a one (1)
year Performance Bond is required for this project in the amount of one hundred percent (100%)
of the total project cost and may be submitted with the Bid Proposal.
Copies of the plans and specifications must be obtained from the Marion County Engineer's
Office, 222 West Center Street, Marion, Ohio 43302, Monday-Friday, between the hours of 8:30
a.m. - 4:30 p.m. Cost for printed copies of each set of plans and specifications is $30.00 (cash or
check) and the cost is non-refundable. Electronic copies can be emailed at no charge.
The Owner requires that all work associated with the project be completed before Friday,
October 30th, 2026.
This is a prevailing wage contract in accordance with Ohio Revised Code Chapter 4111 and the
requirements of the Ohio Department of Commerce, Division of Labor and Worker Safety,
Wage and Hour Bureau. Bidders shall comply with all applicable provisions.
Engineer's Estimate: $494,170.50
DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE
OHIO REVISED CODE APPLY TO ANY LOAD BEARING STRUCTURAL STEEL
USED IN THIS PROJECT. COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE
OBTAINED FROM ANY OF THE OFFICES OF THE STATE OF OHIO DEPARTMENT
OF ADMINISTRATIVE SERVICES.
No bids shall be withdrawn for a period of (60) days after the opening thereof. Awarding of the
contract shall be to the Lowest and Best Bidder as determined by the Marion County Board of
Commissioners in the best interest of the County. The Board reserves the right to reject any or all
bids.

Osbun Road over Carroll Ditch
Bridge Replacement Project
This project includes the replacement of a bridge on Osbun Road over Carroll Ditch, located in
Grand Township. The proposed structure is a 24'x10' Precast Concrete Box Culvert. The
improvement includes minor approach work, shoulder widening, guardrail installation as well as
minor tiling and culvert replacement. The total project length is 0.06 miles. The Contractor shall
provide Engineered Structure Drawings and a Load Rating Analysis for the structure. The load
rating analysis shall use all Ohio & AASHTO Legal Vehicles, Specialized Hauling Vehicles
(SHV's) and Emergency Vehicles (EV's) loading. The Contractor shall also provide the load
rating file created for the structure if AASHTO's BRR program is used for the load rating.
This project is funded by Marion County and a grant from the Ohio Public Works Commission.
The Owner of this project is the Marion County Board of Commissioners, 222 West Center
Street, Marion, Ohio 43302. The Contract Administrator is the Marion County Engineer.
GENERAL INFORMATION
LOCATION
Work location is on Marion County Road 30-G (Osbun Road) in Grand Township, Marion County, Ohio, 2.18 miles
north of the CR 30 & SR 309 (Harding Highway West) intersection.
PROJECT SCOPE
This project includes the replacement of a bridge on Osbun Road over Carroll Ditch, located in Grand Township.
The proposed structure is a 24'x10' Precast Concrete Box Culvert. The improvement includes minor approach work,

ODOT SPECIFICATIONS
The State of Ohio, Department of Transportation, Construction and Material Specifications, dated January 1, 2023
and excluding sections 102 and 103 titled "Bidding" and Award" shall govern this project unless otherwise directed
by the Marion County Engineer. In any case where conflicting language between the ODOT specifications and
language within this bid document may occur, language within these bid documents shall overrule any ODOT
language. Copies of the State of Ohio, Department of Transportation, Construction and Material Specifications may
be purchased by contacting the Ohio Department of Transportation, Office of Contracts, 1980 West Broad Street,

Within the State of Ohio, Department of Transportation, Construction and Material Specification, wherever the word
"State" occurs, it is to mean OWNER. Wherever the word "Department" occurs, it is to mean OWNER. Wherever
the words "Director", "Deputy Director" or "Engineer" occur or any other reference to a State of Ohio employee, it
is to mean MARION COUNTY ENGINEER.
CONTRACT SCHEDULE
The Owner requires that all work associated with the project be completed before October 30, 2026.
MAINTENANCE OF TRAFFIC
The Contractor may close Osbun Road, within the project limits, to all through traffic, for a period not to exceed
Sixty (60) calendar days, to permit construction of the new structure and roadway. Access to adjacent properties
shall be maintained at all times in accordance with the requirements listed in the construction plans.
INFORMATION TO BIDDERS
1. Receipt and Opening of Bids: The Marion County Commissioners invites bids on the forms attached hereto.
All blanks must be appropriately filled in. Bids will be received at the Office of the Marion County Commissioners
until 9:30 a.m. on April 23rd, 2026, where they shall be publicly opened and read aloud. The envelopes containing
the bids must be sealed, addressed to the Marion County Commissioner's Office, 222 West Center Street, Marion,
Ohio 43302, and clearly labeled as "SEALED BID FOR MAR-C30G-5.19 Bridge Replacement". The Marion
County Commissioners may consider informal any bid not prepared and submitted in accordance with the
provisions hereof and may waive any informalities or reject any and all bids. Any bid may be withdrawn prior
to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the
time and date specified shall not be considered. No bidder may withdraw a bid within sixty (60) days after the
actual date of the opening thereof.
2. Preparation of Bid: Each bid must be submitted on the prescribed form and accompanied by all the documents
required by these specifications and all of the documents within this bid document package. All blank spaces for bid
prices must be filled in, in ink or typewritten, and the foregoing Certifications must be fully completed and executed
when submitted.
Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, and
the name of the project which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid
must be enclosed in another envelope addressed as specified in the bid form.
Each bidder must submit evidence of its experience on projects of similar size and complexity.
3. Method of Bidding: The Owner invites unit price/lump sum price bids as indicated in the Bid form. If the
lowest total responsive bid received exceeds 10% of the Project estimate, the Owner may:
a. Reject all bids; or
b. Augment the funds available in an amount sufficient to enable award to the lowest responsive bidder or
bidders.
4. Prequalification: Contractor must be pre-qualified by the Ohio Department of Transportation for all classes of
work required by this Contract. Contractor must furnish, with his/her bid, a certificate of qualifications from the
Department of Transportation for the type of work being bid and in the amount of the bid.
5. Bid Security: Each bid shall be accompanied by certified check from the bidder, or a bid bond prepared on the
form of bid bond attached hereto, duly executed by the bidder as principal and having as surety thereon a surety
company licensed in Ohio and approved by the Owner, in the amount of 10% of the bid in cash or certified check
and 100% for bonds.
Such checks or bid bonds will be returned promptly after the Owner and the accepted bidder have executed the
contract, or, if no award has been made within sixty (60) days after the date of opening of bids, upon demand of the
bidder at any time thereafter, so long as he/she has not been notified of the acceptance of his/her bid. Attorneys-in-
fact who sign bid bonds must file with each bond a certified and effectively dated copy of their power of attorney.
Bid security furnished in bond form shall be issued by a Surety Company or Corporation licensed to do business in
the State of Ohio.
6. Liquidated Damages for Failure to Enter into Contract: The successful bidder, upon his/her failure or refusal
to execute and deliver the contract and bonds required within ten (10) days after he/she has received notice of the
acceptance of his/her bid, shall forfeit to the Owner, as liquidated damages for such failure or refusal, the security
deposited with his/her bid.
7. Conditions of Work: Each bidder must inform himself/herself fully to the conditions relating to the
construction of the project and the employment of labor thereon. Failure to do so will not relieve a successful bidder
of his/her obligation to furnish all material and labor necessary to carry out the provisions of his/her contract.
Insofar as possible, the contractor in carrying out the work must employ such methods or means as will not cause
any interruption of or interference with the work of any other contractor.
8. Obligation of Bidder: At the time of the opening of bids each bidder will be presumed to have inspected the site
and to have read and to be thoroughly familiar with the plans and contract documents (including all addenda). The
failure or omission of any bidder to examine any form, instrument or document shall in no way relieve any bidder
from any obligation in respect of his/her bid.
9. Other Costs & Requirements: Bids must include all costs of performing the Work and all costs of fulfilling the
requirements of laws, rules and regulations pertaining thereto. The following is a partial list of ancillary
contract costs and requirements. Said list is provided for the convenience of Bidders, to assist in their inclusion of
all components of costs and fulfillment of all requirements, though this list does not recite all such costs and
requirements.
+Bids must include the cost of all required bonds (performance and maintenance).
+Bids must include the cost to procure all permits and licenses, to pay all charges, fees and taxes, and
to provide all notices necessary and incidental to the due and lawful prosecution of the Work.
+Bids must include the cost of insurance coverage of the type and at least in the amounts set forth by
section 107.12 of the Standard Specifications and by any special bid provisions.
+The County is exempt from all sales, excise, and transportation taxes, with the exception of
State of Ohio gasoline tax. Bid prices shall exclude all such taxes.
10. Examination of Site: Each bidder shall, and is hereby directed to inspect the entire site of the proposed work
and judge for himself/herself as to all the circumstances affecting the cost and progress of the work and shall assume
all patent and latent risks in connection therewith. A reasonable site investigation includes investigating the Project
site, borrow sites, hauling roads and all other locations related to the performance of the Work.
11. Working Facilities: The plans show, in the general manner, the existing structures and the land available for
construction purposes. The bidders must satisfy themselves of the conditions and difficulties that may be
encountered in the execution of the work at this site.
12. Addenda and Interpretations: No official interpretation of the meaning of the plans, specifications or other
pre-bid documents will be made to any bidder orally.
Every request for such interpretation should be in writing and to be given consideration, must be received at least
five (5) days prior to the date fixed for the opening of bids. Any and all such interpretations and any supplemental
instructions will be in the form of written addenda to the specifications which, if issued, will be mailed to all
prospective bidders (at the respective addresses furnished for such purposes), not less than three (3) days prior to the
date fixed for the opening of bids. Failure of any bidder to receive any such addendum or interpretation shall not
relieve such bidder from any obligation under his/her bid as submitted. All addenda so issued shall become part of
the contract documents.
13. Signature of Bidders: The firm, corporate or individual name of the bidder must be signed in ink in the space
provided for the signatures on the proposed blanks. In the case of a corporation, the title of the officer signing must
be stated and such officer must be thereunto duly authorized and the seal of the said corporation duly affixed. In the
case of the partnership, the signature of at least one of the partners must follow the firm name, using the term
"member of the firm". In the case of an individual, use the terms "doing business as", or "sole owner". The bidder
shall further state in his proposal the name and address of each person or corporation interested therein.
14. Notice of Special Conditions: Attention of the bidder is particularly called to those parts of the General
Contract Conditions and other contract documents and specifications which deal with the following:
a. Insurance Requirements
b. Requirement for a performance bond for 100% of the contract price
c. Requirement that all subcontractors be approved by the owner
d. Time-for-completion and liquidated damages requirements
e. Affirmative Action and Equal Opportunity provisions
15. Additional Obligations: Upon Contract Award: Upon award of the contract but prior to execution of the final
agreement and notice to proceed, the contractor shall submit all of the following documents, completed as required:
a. Insurance certificate(s) and/or policy(ies) including the Marion County Commissioners as additional
insured
b. Performance Bond, if not already provided
c. Statement on Delinquent Taxes
d. Statement on Campaign Finance/Lobbying Activities
e. Contractor shall coordinate all delivery and structure setting activities with the county engineer. The
date determined to be acceptable to for delivery and installation of the box culvert must be mutually
acceptable to the contractor and Marion County, but in no case shall the date be after the completion date
listed within these documents. If the delivery and installations date is after the listed completion date the
contractor shall be liable for liquidated damages as outlined within this document unless the schedule
change is requested by or approved by the Marion County Engineer.
16. Other Supplemental Instructions to Bidders:
Asphalt Concrete Surface Courses
a. Contractor shall maintain a minimum 3/16 inch per foot slope on pavement surface course unless
otherwise noted, in order to produce a crown in the road surface.
b. Longitudinal pavement joints between adjacent surface courses shall be along and with the centerline
of the paved roadway.
c. Cold longitudinal and transverse pavement joints shall be sealed with asphalt cement as directed by the
Engineer or representative, in accordance with 401.17.
d. Reference is directed to ODOT Standard Construction Drawing BP-3.1.
e. The Contractor shall develop job mix formulas (JMF) and mix designs, composed of mineral
aggregates (limestone) and bituminous material, and submit the mix formula in writing to the Marion
County Engineer's office for approval prior to production of the asphalt concrete.
f. Warm mix asphalt shall not be used for surface asphalt courses on this project. All pavement delivered
to the site for use on surface asphalt courses shall conform to temperature specifications for Hot Mix
Asphalt.
g. Contractor working on county projects will be prohibited from doing work for private individuals
and/or any entity within the construction territory during periods covered by this contract, unless
authorized by County Engineer.
Structure Waterproofing Membrane
a. The appropriate waterproofing membrane shall be included in the final design of the proposed
structure.
