Late and/or faxed proposals shall not be accepted. It is the bidder’s sole responsibility to ensure that their bid is submitted prior to the date and time specified.
Outline of Work:
The City of South Portland (“the City”) is soliciting proposals from qualified consultants to develop a Bicycle-Pedestrian (Bike-Ped) Master Plan that will establish a more walkable and bikeable environment for all residents in the City of South Portland. This plan will identify a comprehensive set of strategies and recommendations for infrastructure investments to the bike-ped network to improve safety, infrastructure, and connectivity such that more people choose walking and biking as a regular means of transportation and recreation. The planning process will build upon the City’s Complete Streets Technical Design Manual, and takes into account the priorities of the City’s 2040 Comprehensive Plan, One Climate Future Plan, and existing bike-ped infrastructure studies and improvements. The goal of the study is to provide a roadmap of how the city can interconnect and enhance broader city-wide connectivity via a safe and accessible walking and cycling network. The plan will prioritize an inclusive public engagement process, which will be led by City of South Portland staff. The plan will be completed over a 24-month grant period, which started on July 1, 2026.
