INTRODUCTION

The Town of Poughkeepsie applied for a Brownfield Opportunity Area (BOA) Planning Grant from the NYS Department of State during the Summer of 2024. The Town was awarded the grant in January 2025; and a contract between the Town and New York State was executed in August 2025. Pursuant to the contract, the Town of Poughkeepsie hereby issues this Request for Proposals (RFP) for a consultant to work with the Town to prepare a Brownfield Opportunity Area (BOA) Plan, in accordance with the requirements of the Town’s contract with New York State, for the Burnett-Tucker Study Area as described below.

Through this study, the Town of Poughkeepsie intends to develop a community vision for an approximately 144-acre area characterized by suspected brownfields, underutilized land areas, and vacant sites that are located along Burnett Boulevard and Tucker Drive in the Route 44 (Dutchess Turnpike) corridor. See Appendix B for a map of the BOA Study Area. Challenges to be addressed include historic land uses and the leaching of hazardous materials from the former, uncapped landfill. Given the study area’s centralized location in the community, the Town believes the full remediation and redevelopment of this suspected brownfield would offer numerous opportunities for economic, environmental, and recreational development in the area.

The selected consultant will work with Town staff from the Planning Department and the Supervisor’s Office, as well as a Steering Committee comprised of community volunteers appointed by the Town Board, throughout this planning process.

The Town will receive sealed proposals from qualified firms. Seven (7) hardcopies – one with an original signature - and a digital (.pdf) version of your proposal (in the format outlined below) shall be submitted to:

All proposals must be received by Noon (12:00 p.m.) on Tuesday, February 17, 2026.

CONSULTANT QUALIFICATIONS

Candidate consultants may be individual firms, or a team of consulting firms of which one is identified as the primary consultant. As described below under “Proposal Format,” proposals must include resumes of the primary staff who will be participating in the project and their proposed roles, and identify the team project manager who will maintain principal contact with Town staff and the Steering Committee. The Town seeks a consultant with the following qualifications:

  • The selected consultant will have significant experience with the development of BOA Plans and related brownfield redevelopment projects in other municipalities throughout New York State, and
  • Must have demonstrable skills in facilitating and coordinating public outreach, and
  • Expertise in community design and visioning, land use planning, environmental analysis and remediation, and economic development.

STUDY OBJECTIVES

Key study objectives include:

• Identifying and providing a clear description and justification of a manageable study area and associated boundaries.

• Establishing a community and stakeholder participation process.

• Developing a clear community vision and associated goals and objectives for the study area.

• Completing a comprehensive land use assessment and analysis of existing conditions in the study area, including an economic and market trends analysis, to determine the range of realistic future uses and types of redevelopment projects to revitalize the study area.

• Identifying strategic sites that represent key redevelopment opportunities and fully examining their redevelopment potential.

• Based on the analysis, a description of key findings and recommendations for future uses and other actions for redevelopment and community revitalization.

• Providing a series of key recommendations to serve as the basis for project implementation.

• Submission of a BOA designation package for approval and official designation by the Secretary of State.

SCOPE OF SERVICES

The Town of Poughkeepsie has an approved BOA Work Plan through an executed contract with the New York State Department of State (DOS). As requested by the Town, the Consultant shall provide support to complete all relevant components of the Work Plan beginning with Task 1.5. A copy of the full Work Plan is attached as Appendix A.

TIMELINE

The Town of Poughkeepsie would like to complete the Burnett-Tucker Brownfield Opportunity Area (BOA) Study by June 30, 2028. Interested consultants should indicate their ability to complete the project by that date and provide a timeline for doing so.

BUDGET AND MWBE GOALS

The total project budget for consultant services under this contract is $280,000 inclusive of all expenses and Minority and Women Owned Business Enterprise (MWBE) goals.

New York State will provide $252,000 and the Town of Poughkeepsie will provide $28,000.

Under the contract, the DOS has assigned the following MWBE goals for this project. These goals can shift within the overall 30% total.

• MBE: 15% $37,800

• WBE: 15% $37,800

PROPOSAL FORMAT

Responses to this RFP shall include the following:

  • A signed cover letter
  • Firm introduction – information about the firm (or firms, if submitting as a team) such as the firm’s history, experience, areas of expertise, and office location(s)
  • Project Understanding and Proposed Scope of Work
  • Proposed timeline – coinciding with the proposed scope of work
  • Project staffing – Include a resume for each person who is identified in the staffing plan. Clearly identify a Project Manager who will serve as the Town’s primary point of contact throughout the project.
  • Related Project Experience – provide summaries of similar projects that the firm(s) has completed. For each, provide the name, address, phone number, and email for a contact person who can serve as a reference. [All proposing firms authorize the Town to contact all references and to conduct such other investigations or background checks as it may deem reasonable.]
  • One or two examples of a BOA Plan (final report) prepared by your firm [A digital (pdf) copy of each will suffice]
  • Proposed Project Budget – For the purposes of understanding the level of effort associated with your proposal, the proposed budget should be illustrated in terms of hours by task (from the Proposed Scope of Work) for each staff person assigned to the project multiplied by their billing rate. Include an estimate of any anticipated expenses and a description of how travel time will be billed. The proposed budget shall demonstrate how the MWBE goals in the contract will be met. A proposed total project budget – inclusive of all time and expenses – shall be clearly shown.

PROPOSAL EVALUATION

Proposals will be evaluated on the basis of:

  • Firm experience with similar assignments in similar communities
  • Qualifications and experience of key personnel assigned to the project
  • Proposed approach to the project – including the effectiveness of the proposed scope of work and the reasonableness of the proposed timeline
  • Value and cost
  • Evaluation of references for commensurate work with other municipalities Town staff and representatives from the Steering Committee will evaluate proposals and select two or more finalists who will be invited for interviews during the month of March. It is our intention to select a preferred consultant, to negotiate a contract, and to receive authorization from the Town Board in April or May. If we are able to stick to this schedule, we will have a kickoff meeting with the consultant by June 2026.

The Town reserves the right to reject any and all proposals, to waive any informality or technicality in any proposal in the interest of the Town, and to determine the ultimate scope of the contract.
