Description

The General Services Administration (GSA) seeks to lease the following space:





State: Virginia



City: Portsmouth



Delineated Area:



North: Portsmouth Boulevard from Elmhurst Lane to Victory Boulevard



East: Victory Boulevard from Portsmouth Boulevard to Greenwood Drive



South: Greenwood Drive from Victory Boulevard to Airline Boulevard



West: Airline Boulevard from Greenwood Drive to Elmhurst Lane to Portsmouth Boulevard



Minimum Sq. Ft. (ABOA): 8,558



Maximum Sq. Ft. (ABOA): 8,700



Space Type: Office



Full Term: Five (5) years



Firm Term: One (1) year



Option Term: N/A



Additional Requirements:



- Contiguous space on one floor is required.



- At the discretion of the LCO, a test fit may be required to determine effective space utilization and efficiency of layout.



- Column size cannot exceed two (2’) feet square and space between columns and/or walls throughout the offered space shall be predominantly no less than 20 feet.



-Where space is located above street level, elevator service shall consist of a minimum of two accessible elevators which serve the floor proposed for the Government. One of the accessible elevators may serve as a freight elevator, provided that the public route of travel does not require access to the employee’s space.



- Offered Space shall allow for an accessible main public entrance and an accessible separate employee entrance as part of the shell rate.



- PARKING:



Onsite parking shall meet code. In the absence of onsite parking, parking shall be available within a walkable 1,320 feet from the offered space. Restricted time-limit parking is not acceptable. A loading/unloading zone shall be provided directly outside of the building entrance to the offered space, or handicapped accessible parking shall be located within the same block of offered space.



- PUBLIC TRANSPORTATION:



Public transit within walkable 1,320 feet from the offered building, running on an hourly basis (minimum)





Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as [“100-year” floodplain).

The U.S. Government currently occupies office and related space in a building under a lease in Portsmouth, VA that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. This is not a solicitation for offers or a request for proposals. The Government will not pay any costs incurred as a result of this advertisement.

Expressions of interest should include building name and address, 1/8-inch scale drawing which reflects existing conditions of offered space, proposed parking plan, available ABOA square feet offered and rental rate per ABOA square foot, Common Area Factor(s) for available space by floor, if applicable, Owner’s name and address and written statement from owner that the representative has legal authority to provide information on the property.
