General Notice
City of Mountain View (Owner) is requesting Bids for the construction of the following Project:
SSCS Rehabilitation
09-25-01
Bids for the construction of the Project will be received at the Mountain View Water Department located at 411 W Main St. Mountain View, AR 72560 until April 21, 2026 at 10 am local time. At that time the Bids received will be publicly opened and read.
The Project includes, but is not necessarily limited to, the following Work:
1. the pipebursting of 2,581 LF of 6” existing clay sewer lines to 8” SDR 17 IPS HDPE
2. the installation of 100 LF of 8” SDR 26 PVC by bore & open cut
3. the installation of 139 LF of 10” SDR 26 PVC by open cut
4. the installation of 90 LF of 20” HDPE encasement by bore
5. the replacement of 3 sanitary sewer concrete manholes
6. the bench repair for 11 sanitary sewer manholes associated with the pipe bursting
7. pre and post CCTV and cleaning
8. mobilization and demobilization
9. clearing, grubbing, earthwork, seeding, and erosion control
10. site grading
11. miscellaneous appurtenances
12. safety systems
13. items of construction work and/or materials not specifically addressed herein, but nonetheless required for a complete, operating, and acceptable installation of the work, shall be considered subsidiary to the applicable bid items, and the cost thereof shall be considered to be included.

Project plans and technical specifications may be downloaded from the designated website, free of charge, to allow prospective bidders to determine if they would like to bid the project. Bidding Documents required for the submission of a bid must be purchased from the issuing office (printed copies) or downloaded from QuestCDN, as detailed below. All official notifications, addenda, and other Bidding Documents will be offered only through these sources. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated sources.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 7 a.m. to 5 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding Documents are available for purchase in the following formats:

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Owner expressly reserves the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept that bid which in its judgment, best serves the interest of the Owner. The Owner encourages participation by small, minority, and women owned business enterprises. No potential supplier/contractors/sub-contractors will be precluded from consideration on the basis of race, color, religion, sex, age or national origin.
