PROJECT LOCATION:
The Trunk Highway (TH) 47 & County State Aid Highway (CSAH) 5 intersection is in a rural area of Isanti County with rural
homes and neighborhoods nearby. TH 47 is a two-lane, two-way, conventional, 60 mph, minor arterial at the location
of CSAH 5. CSAH 5 east and west of the intersection has an unposted speed (55 mph) and is classified as a major
collector. CSAH 5 is a well-known local connection between Princeton and Isanti paralleling the busier CSAH 8 (4 miles
south) and has lower volumes than TH 47 (AADT): north and south 4,077; east 2,695; west 1,300).
The TH 47 & CSAH 8 intersection is in a rural area of Isanti County with rural homes, neighborhoods, and businesses
nearby. TH 47 is a two-lane, two-way, conventional, 60 mph, minor arterial at the location of CSAH 8. CSAH 8 east of
the intersection has an unposted speed limit and is classified as a major collector; west of the intersection, CSAH 8 has
an unposted speed limit and is classified as a minor arterial. CSAH 8 is a well-known connection locally and regionally
between Zimmerman and Isanti and has relatively similar volumes to TH 47 AADT: north 4,077; south 9,572; east 3,125;
west 5,145).

STATE PROJECT (SP) 3001-29 OVERVIEW:
The proposed safety improvement studied to address the safety needs identified at these intersections is constructing
a single-lane roundabout. A roundabout is expected to significantly reduce the frequency and severity of crashes by
controlling vehicle speeds, eliminating the potential for right-angle and head-on collisions, and improving overall
intersection operations. This solution aligns with proven safety strategies and offers a long-term remedy to the ongoing
crash history. The project has received both State and Local Health Safety Improvement Program (HSIP) funding for
2029.
The roundabout is anticipated to be constructed under detour. Portions of TH 47 at CSAH 5 were mucked in 2003 with
project SP 0206-49 (TH 47). There is a BUMP sign on TH 47 approximately 500 feet south of CSAH 5. Work with the
District Materials Engineer on soil corrections to be incorporated into the plan. Poor materials and additional mucking
are anticipated near the bump signs and in the widening areas.

The following project assumptions were pulled from the project scoping report:
I. Consider additional county opportunities identified during predesign.
II. It is anticipated that unsuitable materials will be encountered on this project and soil corrections will be
needed.
III. 100-year floodplain adjacent to CSAH 5 intersection and approximately 780 feet east of TH 47 along CSAH
8.
IV. Remove lighting at existing intersections. Install approximately 14 lights at each roundabout.
V. Remove existing Rural Intersection Warning System (RICWS)/flashing beacon systems at both intersections.
VI. Bike and pedestrian rural shoulder accommodations.
VII. Consider shoulder rumbles on approaches to splitter island.
SP 3001-29 SCOPE OF WORK OVERVIEW:
MnDOT will provide an approved Level 1 Geometric Layout developed in Bentley OpenRoads Designer (ORD) CE
Standards. This contract will provide MnDOT Final Construction Limits developed in Bentley ORD CE Standards to

support Right-of-Way (ROW) acquisition and National Environmental Policy Act (NEPA) process, an approved
environmental document Categorical Exclusion (CATEX) and Wetland Permit Exhibits for permitting activities completed
by MnDOT. This contract will also provide MnDOT Final Design Services to develop a final biddable plan, specification,
and estimate package to bring the project to letting on time and within budget including all Municipal, State and Federal
approvals, utility identification and coordination, and all tasks described below. MnDOT deliverables to support

SP 3001-29 WORK TASKS:
All tasks will be prepared in accordance with the MnDOT’s Transportation Project Development Process (TPDP) with
reference to applicable MnDOT Manuals, Standards, and Policy’s.
1. Project Management [Source Type 1010]
Project Management will include work necessary for communication and completion of the project tasks on time
and within budget. MnDOT will provide a MnDOT Project Manager (PM) to help manage the project. The
Successful Responder’s PM or their primary duties will not be reassigned without the written consent of the
MnDOT’s PM. The Successful Responder’s staff will have the training and expertise necessary for the work tasks to
which they are assigned.

Successful Responder will utilize the MnDOT’s ProjectWise project directory for project file sharing of
deliverables. All project deliverables and meeting minutes will be filed by date as delivered in a MnDOT
ProjectWise folder provided by the MnDOT PM. System access requests will be made to MnDOT PM in
advance of Kick-Off meeting (full name, email and company name are required).
Successful Responder will submit monthly invoices for payment by the MnDOT. Invoices will show labor
hours broken down by task and activity code and will include overhead and fixed fee. It will be the
responsibility of the MnDOT PM to receive the work produced by Successful Responder, schedule reviews
for compliance with contract requirements, and to recommend payment for such work.
1.2 Schedule Management
SP 3001-29 is planned for letting on November 15, 2028. Successful Responder will work with the State’s PM
to propose and achieve milestones as identified in the MnDOT P6 project schedule as discussed at the Kick-
off. Agreed upon target milestones will be reviewed at Project Design Team (PDT) meetings and Successful
Responder will assist the State PM with updates to the Primavera 6 Critical Path Method (CPM) schedule.
