PROJECT FACT SHEET
The San Diego County Water Authority is requesting bids for the following construction project.
I. PROJECT:
A. Title: Ramona Pipeline Improvements - Phase 1, Specification 668
B. Owner: San Diego County Water Authority
C. Location: The Ramona Pipeline is located along Rancho Bernardo Road and Espola
Road and is a 7.9-mile-long pipeline that delivers treated water to
Olivenhain Municipal Water District, the City of San Diego, and Ramona
Municipal Water District. Project sites are located in the City of San
Diego's community planning areas of Black Mountain Ranch and Rancho
Bernardo, and in the County of San Diego's San Dieguito community
planning area. Access to each site is limited to public streets and the
Water Authority's access roads. The project site locations can be found at
33 degrees 1' 17.6376'' N, 117 degrees 9' 8.118'' W; 33 degrees 1' 18.9948'' N, 117 degrees 7' 6.4308''
W; and 33 degrees 1' 22.638'' N, 117 degrees 4' 32.1384'' W.

III. PROJECT DESCRIPTION:
A. Scope of Work: The work generally consists of installing four 54-inch and one 24-inch
butterfly valves, installing 42-inch and 54-inch welded steel pipe, installing 4-inch to 10-inch
stainless steel pipe and appurtenances, removing and replacing two concrete vault roofs,
replacing a 4-inch combination air valve, removing a buried 42-inch butterfly valve,
abandoning an air valve, and replacing asphalt concrete and sidewalk within Rancho
Bernardo Road.
B. Liquidated Damages: If work is not completed by the Contractor by each scheduled
milestone or completion date specified in the Contract Documents, the Water Authority will
assess liquidated damages for each calendar day or portion thereof until work is complete.
Liquidated damages will be assessed concurrently if delays in completing work are
concurrent. Liquidated damages range between $5,000 and $15,000 per calendar day
depending on the milestone or completion date. Please review the Contract Documents.
C. Required Insurance Coverage:
1. Commercial General Liability $5,000,000 per occurrence

3. Worker's Compensation/ Per statutory limitations, and
Employer's Liability $1,000,000 per occurrence for Employer's Liability
4. Installation Floater An amount not less than the contract price
5. Contractor's Pollution Liability $2,000,000 per occurrence
$4,000,000 general aggregate
6. Professional Liability $2,000,000 per claim
7. Contractor's Equipment On an "all risk" basis

IV. BID PROPOSAL REQUIREMENTS:

B. Prebid Meeting: Prospective bidders are encouraged to attend a Pre-bid Meeting for the
proposed project. It is not mandatory for the Bidder to attend a Pre-bid Meeting, but it is
highly encouraged. The Pre-bid Meeting will be conducted by the Water Authority at 9:00
a.m., on April 7, 2026, in the Board Room of the Water Authority located at 4677 Overland
Avenue, San Diego, California 92123-1233. The purpose of the Pre-bid Meeting is to
provide a description of the work requirements; to describe the bid process and
administrative procedures such as the Small Contractor Outreach and Opportunities Program,
Project Labor Agreement, and insurance requirements; and to receive and answer bidder
questions.
C. Site Review: As identified in the Bid Proposal and Bidder's Plan for Construction,
prospective bidders are encouraged to examine the project site prior to bid. The Water
Authority will conduct a Site Visit on April 7, 2026, immediately following the Pre-bid
Meeting. Prospective bidders are required to provide their own transportation, and to wear
closed-toe shoes and long pants during the Site Visit. Directions and other information
related to the Site Visit will be given at the Pre-bid Meeting. To document Site Visit
attendance, attendees will be asked to leave their business card or write their information on a
sign-in sheet. While questions may be asked during the Site Visit, prospective bidders are
encouraged, or may be required, to submit their questions in writing. Your RSVP for the Site

D. Bid Security: Each bid shall be accompanied by cash, certified or cashier's check, or bid
bond in the amount of 10 percent of the total bid price payable to the Water Authority as a
guarantee that the bidder, if the bid is accepted, will execute the Contract and provide the
required bonds, certificates of insurance, and endorsements within 15 days of the receipt by
the bidder of the Notice of Award.
E. Required Contractor's License: Class "A" General Engineering, State of California.

F. Department of Industrial Relations Registration: Pursuant to California Labor Code Section
1725.5, the Water Authority requires all contractors and subcontractors to be registered with
the DIR prior to submitting a bid on any public works project. Bids from contractors or
subcontractors that are not registered as required will be deemed non-responsive. The Water
Authority will not award a contract to and no contractor or subcontractor will be allowed to
work on a Water Authority project unless contractor and each subcontractor are registered
with the DIR pursuant to Labor Code Section 1725.5.
G. Contractors must submit proof to the Water Authority that all subcontractors of any tier
performing any public works portion of the work are registered with the DIR. Pursuant to
Labor Code Section 1773.3, the Water Authority shall withhold final payment to the
Contractor if the requirement is not satisfied. The Contractor must complete Subcontractor
List, Schedule B-1 and Vendor/Supplier and Service Provider List, Schedule B-2 and submit
with its bid.
H. Small Contractor Outreach Opportunity Program: The San Diego County Water Authority's
Small Contractor Outreach and Opportunities Program is designed to maximize participation of
diverse, qualified, small prime contractors, subcontractors, and material suppliers seeking to do
business with the Water Authority. The Contractor hired to complete the scope of work
identified in this request for bids will be determined, in part, by the Contractor's demonstrated
effort in conducting effective outreach to small contractors. Effective implementation of the
Water Authority's SCOOP is a requirement. If the apparent low bidder does not satisfy these
SCOOP requirements, the bidder may be deemed non-responsive.
I. A Project Labor Agreement entitled "San Diego County Water Authority Project Labor
Agreement" has been negotiated and covers the Covered Work of this Contract (Covered
Project). The Project Labor Agreement states the Parties agree to establish effective and
binding methods for the resolution of all misunderstandings, disputes, and grievances without
the need to resort to any strikes, slowdowns, work interruptions, or disruption of Covered
Projects by the Unions or employees or any lockouts by Contractors. As a Covered Project, the
Water Authority has established a goal that at least 60 percent of the total construction craft
hours worked on each Covered Project be performed by Local Workers. In addition, there is a
goal that at least 15 percent of the total construction craft hours worked on each Covered
Project be performed by Targeted Workers. The successful bidder and any subcontractors of
any tier awarded Covered Work will be required to execute a Letter of Assent to abide by the
terms and conditions of the Project Labor Agreement. A copy of the Project Labor Agreement
is included in the Contract Documents. Defined terms in this Section shall have the same
meaning as in the Project Labor Agreement.
